2017-236-Minutes for Meeting August 31,1987 Recorded 5/9/2017Recorded in Deschutes County CJ2017-236 Nancy Blankenship, County Clerk Commissioners' Journal 05/09/2017 1:35:03 PM I Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: WORK SESSION August 31, 1987; 10:00-10:45 AM. A meeting of the Board of County Commissioners was held on August 31, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of urban area management agreements. Craig Smith provided an update. This includes the barbed wire ordinance, which has to go to the Planning Commission. There are signed management agreements with all three cities, and ten days' notice is required to the cities when there is a change contemplated. Public hearings to make findings and decisions on the application of Time Oil Company ordinance amendment. Transcription of Audio Recording of a Work Session, August 31, 1987 Page 1 of 3 Karen Green explained that there was a variance request, which was denied, to exempt mini -marts and food marts that sell gasoline from the gasoline station separation requirements. The Planning Commission proposed repealing that entire section. Amendment to the contract for the Burgess Road project. This has to do with the design process with the State and how the contracting expenses are paid, with matching funds. (There was a lengthy discussion on the expenses for this particular project.) Order 87-068, designating a load limit on Bridge Drive. Staff asked that this be postponed for two weeks. Tax refunds. Policy on responding to anonymous calls. Boundaries for geothermal drilling and development. Staff has not been able to meet with the U.S. Forest Service, so would like to put this off for a week. Order 87-028, amending PL -1, reducing the number of Planning Commissioners. Staff said that the group was originally made up of seven members, with the number increased to nine in the late 1960's. The urban area planning commissions have seven, and staff feels that the County should go back to the original seven. They currently have seven members now. Temporary use permit for Leonard Herstburg? to construct a shop/storage building in the Sunriver Industrial Park. This is a routine site plan review for a permitted use. Possible nuisance abatement action on Turquoise Road in Bend. Karen Green said that this has to do with an abandonment and the responsible person is no longer on the premises. It has been in bad condition for some time. Lease of telephone equipment for OSU Extension Service. This is a continuation of what was in place last year. Liquor license renewals. Develop a County policy regarding the personal use of phones.
