2017-237-Minutes for Meeting October 26,1987 Recorded 5/9/2017Recorded in Deschutes County CJ2017-237 Nancy Blankenship, County Clerk Commissioners' Journal 05/09/2017 1:35:03 PM For Recording Stamp Only Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: WORK SESSION October 26, 1987; 10:00-11:30 AM. A meeting of the Board of County Commissioners was held on October 26, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Local improvement districts and changes, in part because of actions of the State legislature, so the County can recuperate its expenses. The County did not allow LID's for a while but is reconsidering this practice. There was a lengthy discussion on how to proceed. Transcription of Audio Recording of a Work Session, October 26, 1987 Page 1 of 3 There needs to be a strong consensus of the community and petitions for the LID. The community needs to know the potential costs, but that should follow after the County is reasonably sure that the community is serious about the LID. This takes a commitment via petition to start. There was a long discussion about what happens if the County's estimate ends up being less than the actual costs, and whether the County would have to assume all of those costs. The costs would need to be based on a bid by the actual contractor so that it is accurate. There is a current problem with the condition of the only bridge serving the area. The Board then discussed the current issue with the Lazy River South additional access bridge, at length. No decisions were reached. There will be a property owners' meeting later this week. Additional discussions and information are still needed. Discussion of periodic review of land use and the comprehensive plan. An extension was requested in August and the time is almost up. The cities are now ready to go. The cities took the lead for the urban areas. However, the County is not ready outside of the urban areas. The County does not want to hold up the cities' progress. The County will ask for an additional six months' extension, and will probably get it. The Chair will sign the request. Policy on responding to complaints. Agreement for the rental of equipment from Arnold Irrigation District, along with an operator, to handle irrigation ditch work. Residential Assistance Program grant and matching funds. They wish to purchase a $4,000 used vehicle. The County is providing $2,500. Former Dynatron employees who are now working at the Opportunity Center need transportation. Trans Central is going to rearrange its route to handle this, at a cost of $6,300. They also have asked for $2,500 for a wheelchair lift. The City of Bend will meet with the group to talk more about these arrangements.
