DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
October 19, 1987; 10:00-10:45 AM.
A meeting of the Board of County Commissioners was held on October 19, 1987.
Commissioners present were Lois Prante and Tom Throop. Also present were
Rick Isham, County Counsel; County Administrator Mike Maier; and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a new courtroom for the Courthouse building. Mike Maier went
over sketches of what might potentially be done, at the request of the Courts,
Judges and other law enforcement. $34,000 was allowed for this, but the
budget is coming in at about $40,000. Most staff will be able to relocate within
the next couple of weeks. The details of the new space was then discussed at
length. The group then discussed long-term plans for the building.

Resolution 87-058, establishing a no parking zone on Parrell Road, from
Brosterhous Road to Murphy Road. This road has been updated and is ready for
striping. It will have bike lanes. Other locations now have no parking signs.
Cooperative efforts with the State and cities on striping of roads by the County
crew.
Easement for the La Pine Sewer District.
The Sheriff's substation arrangement.
Closure of the Millican airport. It was pointed out that someone is negotiating the
purchase of the town of Millican, and asked if the Board could postpone this
action.
County policy regarding insurance for community service workers. This was
postponed due to several more changes.
Personal services contract for Conservation for Central Oregon, for recycling
services. Mr. !sham talked about issues regarding liability insurance for the group.
He feels it should be increased from $300,000 to $500,000, based on what is
happening at the State level. This has been waived by the County in the past. The
County has a duty to have recycling services and there is no one else to step in to
do this work. (A long discussion ensured. Mr. Isham will come back with more
information.)
Discussion of signage for a weight load limit for Erikson Road, of 25 tons. The City
of Bend is developing some preferred truck routes, including SE 27th Street and
Butler Market Road. The County will review this information. All bridges will be
inspected this year, in November or December, to see if others need a weight
limit, including the one on Hamby Road.
Mike Maier presented an antenna tower site rental agreement between the
Search and Rescue group and Capps Broadcasting. There is no compensation
involved. This would be for the Jack Pine Ridge site, adding an antenna. If
maintenance is needed in the winter months, Search and Rescue will take them
up there.
