DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 7, 1987; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on December 7, 1987.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick [sham, County Counsel; County Administrator Mike Maier; and
other staff.
The following items were discussed and may be a part of an upcoming Board
business meeting agenda.
The OSU Forestry Agent has been approved and will be on board in about ninety
days.
Personal services contract for Mental Health, for someone to conduct polygraphs
on sex offenders in the treatment program. (This was discussed at length.) This
information would not be used for criminal prosecution purposes.
Additional charge cards for the Health Department. This needs to be approved by
the Board, per the bank. The Courts need to be removed from the County
program as well. Mike Maier will evaluate the entire program.

Pending Local Improvement Districts discussion.
Reed Market Road right of way, off 15th Street.
Bids for the purchase of heavy equipment.
Contracting with private providers of snowplowing and other roadwork (a backup
program).
Department of Forestry's printing of 10,000 brochures that deal specifically with
the beetle kill tree problem. Volunteers will stuff the envelopes, but the
estimated cost of printing and postage is $1,500. Various agencies have been
contacted and requested to kick in part of this expense. There will be a report
next week. Other states are facing the same problem.
Audit from Dick Donaca.
Amendment of Order 86-056, to exclude some segments of the upper Deschutes
to fill and removal regulations. (There was a long discussion about this issue,
which involves the State.)
Zone change public hearing, Ordinance 87-023.
Development agreement with Sisters Baptist Church.
Appointment of John Godsend ? to the Urban Area Planning Commission, to
complete Norm Schultz' term.
Lease with Grown in Oregon Log Homes in La Pine.
Reconvening as the Deschutes County Board of Health to approve the annual
report.
Complaint from a citizen about the home she bought coming apart at the siding,
roofing issues, that no window screens were provided by the builder, and so on.
The Board explained that this is a State building issue and not something the
Board can address.

The citizen went on for a long time about defects of the building and her
interaction with the contractor. She has spoken to the contractors' board but
they say the time limit is expired. The home is on Richard Way, south of Sunriver.
The Board asked the building department to take a look at the structure, but said
that if everything passed inspection at the time of construction but fails later,
there is not much the County can do about it.
