A meeting of the Board of County Commissioners was held on August 17, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. The following items were discussed and may be a part of a future Board business meeting agenda. Public Hearing on Ordinance 87-021, barbed wire fences within the urban growth boundary. The law presently prohibits this except within yards. A decision will be made on Wednesday. Intergovernmental agreement for the 87-89 fiscal year contract modification with the Mental Health Division; it shows an increase of over $4,000 in the two year period. Minor partition and declaration of dedication for Ralph Hammond. Possible signature of Resolution 87-046, authorizing the Clerk to sign for all of the polling places. An Order providing for the sale of certain tax foreclosed properties. Possible approval of out of state travel expenses for Karen Green. Appointment of Bruce Devland ? to the Solid Waste Advisory Committee. Liquor license renewals. Ordinance 87-027, relating to recording fees, to comply with changes at the State level. A memo regarding pre-employment evaluations, from County Counsel. (There was a lengthy discussion about this issue.) Deferred Compensation Committee recommendations will be submitted. Appointment of two people to the Deferred Compensation Committee. Scheduling of a work session to go over periodic review. Appropriation and cash transfer, per Mike Maier. Insurance coverage recommendations, per Mike Maier. Sharing of a letter of thanks regarding how the County handled Sherri Way. Fire crisis and abatement issues where there is extensive beetle -killed forests and an ad hoc fire task force to look into the problem. This involves a variety of agencies from various parts of the region. They are identifying the most crucial areas, and how to mobilize neighborhoods to address the dead tree issue. A major problem is the property owners who live elsewhere. Transcription of Audio Recording of a Work Session, August 17, 1987 Page 2 of 3 The Forest Service will work with professional woodcutters to address this situation, following acceptable forest management practices. Local homeowners are asking if the County would consider an ordinance so that they can deal with out of area property owners. The County doesn't want to deal with anything but the dead trees. The County does not want to lien properties. The trees could be removed at no cost to the County and the property owner, with the woodcutters selling it as firewood for fuel. YCC or Corrections might be able to provide some of the labor. The County is considering a way to contact out of area property owners to make this suggestion. Some of the agencies have contacted the owners several times with no response, so the County may have to step in at some level to move this along. There is a meeting in La Pine on August 20 to discuss this further. The Board needs to review the legal ramifications first.
