DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
August 3, 1987; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on August 3, 1987.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
The following issues were discussed and may be on a future Board business
meeting agenda.
Hamby Road. There is a lot of interest in this situation. Mr. Throop said he would
be willing to meet with a group of citizens and report back to the other two
Commissioners. Public Works did meet with people from the Hamby area and
there appears to be an understanding of the issues. Citizen Katie Creeze? of
Montara Drive, said she is concerned about the safety of Hamby Road and the
students of Buckingham School. Hamby Road is too narrow with no shoulders,
and is heavily used by trucks. (She went on to explain her concerns in detail
regarding noise and traffic.)

Mr. Throop explained that the County has to go through a prioritization process
when it comes to improving roads. (A long discussion occurred at this time
between citizens, the Commissioners and staff.) Ms. Prante feels the next step
would be to hold an evening meeting so more people can attend. The Board can
get maps of the area and look at various options.
Division of State Lands. Ken ?, the manager of the State's fill and removal
program was in attendance. He has been working with CDD on a number of
issues. They are coordinating State and County efforts to make sure they are
procedurally on the same page with fill and removal. They consider the
Deschutes River as a problem area for enforcement, because there has been a lot
of alterations that were not done with proper permits. The State wants to
develop a public awareness program in conjunction with the County. (He went on
to explain the proposal in detail.)
A lengthy discussion occurred regarding how to help people better take care of
the river banks. The Board was supportive.
Decision on improvements to the Barnett property and Reed Market Road, and
the Neighborhood Church. There was a discussion confirming that letters went to
area property owners that they would not be assessed in relation to this
improvement, which includes sidewalks. However, Public Works indicated that
there may be costs to the area property owners, and there have been requests to
waive the fee.
A long discussion occurred about this issue. Public Works supports the fee waiver
if or when sidewalks are actually needed there, on the north side of Reed Market
Road. Mr. Maudlin explained that this will be in the City and he opposes this fee
waiver. He wants to be sure that the City won't be looking at the County to pay
for this.

Ordinance to amend PL -11, urban growth boundary. A requirement relating to
gas stations is being removed. This is supported by the City, and should be
consistent.
Discussion of temporary use permit for Sunriver Utilities to upgrade an existing
pump station.
Personal services contract with Jeff Hyde for psychiatric services.
Appointment of Christine Fife to the Local Alcohol & Drug Planning Commission.
Orders 87-059, 87-060 and 87-061, establishing Deep Woods Road, a portion of
Amber Lane and 5th Street as County roads. (There was a lengthy discussion
about whether the roads were brought up to County standards, and what to do if
they were not.)
Order 87-062, authorizing placement of traffic control and road name signs on
local access streets.
Discussion of identity agreement with Bend Metro Park and Recreation District.
Order 87-056, establishing Old Deschutes Road as a County road.
Vacation to eliminate a right of way, W.T. Davenport Road.
Consideration of acquisition of insurance for volunteers and community service
workers. (There was a long discussion about this.)
Bargain and sale deed signatures.
Liquor License approval for Sunriver Properties, and Food Town.
Amendment to a wood cutting permit.
Tax refunds.
