2017-244-Minutes for Meeting February 23,1987 Recorded 5/9/2017Recorded in Deschutes County CJ2017-244 Nancy Blankenship, County Clerk Commissioners'Journal 05/09/2017 1:36:05 PM Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: WORK SESSION February 23, 1987; 10:00-11:00 AM A meeting of the Board of County Commissioners was held on February 23, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. The Board discussed items that will probably be on the next Board business meeting agenda. The Brockway situation. There is an application for $10,000, but the County can only authorize an amount allowed by law for animal control issues. There are many tragedies in the County that can't be compensated. A person in attendance asked for a copy of the relevant law. The County budgeted a total amount and cannot go above that amount, which is $500, but that is supposed to cover claims for the entire year. The Board may not want to pay the entire amount on one claim. They say that nothing in statute seems to indicate there is a budgetary limitation. The Board has to accept and hear all claims, but needs to make findings and a decision accordingly. Local budget laws do not allow them to spend more than the revenue allows. It seems that a valuable horse should also have been covered by appropriate insurance. Most values are placed based on auction value. (There was a lengthy discussion about this situation.) The Board will review this further and make a decision in the next couple of weeks as the Dog Control Board of Supervisors. COIC contract for a position in their front office to replace temporary workers. This involves an OJT contract for a full-time position. The State will reimburse 50%. (There was a lengthy discussion about how to fund this request and future budget implications.) Juvenile referee position discussion and the grant funds that would cover part of this. Travel to conferences by private vehicle. If by County vehicle, there is a lack of insurance when these take place out of state. (A long discussion on the risk then took place.) Site plan review for Paratt ? to set up a mobile home sales lot, on N. Highway 97 next to the KOA campground area. A temporary building permit could be issued so they can begin operations. 9-1-1 request to present a two-year serial levy. (There was a lengthy discussion about services and the Toss of revenue from various sources, and the potential of forming a special district.) (Much of side 2 of this tape did not properly record.)
