A meeting of the Board of County Commissioners was held on February 1, 1987. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff. The following items may be on the next or other future Board business meeting agenda. Award of the seat belt contract. JFC subgrant agreement with J Bar J Boys' Ranch for proctor homes. An Order to set the final public hearing for the approval of the formation of the Deschutes River Recreation Homesites Unit 8, Part III Special Road District. Tax refunds. Five-year employment pins. Proposal for the closure of the Millican Airport and X'ing off the ends of the runway. This is being handled by Public Works. Purchase of a fork lift through a bid process. Refunds from Community Development. Reopen a dog control hearing and a decision on same. Easement from Mr. Murphy. Community Development work session and update. Farm dwellings in the EFU zone. The Board needs to rescind an action that was taken and allow Community Development Planning to make findings and come up with a new resolution. This will be discussed further on Wednesday. Ms. Prante said she'd rather have a discussion at a work session first. The media will be advised. Hearing involving Weyerhaeuser regarding certain road improvements. Request from Mike Dugan, D.A., to hire Gary Williams at Step 25, B. He is very experienced and a former deputy D.A. This will be $2,198 per month. It's about a $104 difference. There will be very little training required. The Board was supportive. A citizen, Mr. Meyer, received his tax statement last year too late to take advantage of the discount. He refused to pay the few dollars interest, on principle. The legislature changed the law so title transfers were done differently, and some people got caught up in this crunch. This has happened to other people as well. The Treasurer could not allow the discount. It might be a good public relations action to address this. It should not happen next year. However, the County does not have the statutory authority to grant a waiver.
