DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 5, 1988; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on December 5, 1988.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick (sham, County Counsel; County Administrator Mike Maier; and
other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Declaration of dedication from Lloyd and Edith Anniker. This is the property that
is needed to modify the bridge at Lazy River South.
Ice and snow control agreements with Zack Excavation, JAL Construction and
Harold Barclay Logging.
Purchase of a road roller from Pape Brothers.
Participatory discussion regarding additional beds in the County jail. (There was a
lengthy discussion about this issue and forming a community-based task force.)

Request for a two-step merit increase for an employee of the Mental Health
Department. Ms. Prante agreed to it; Mr. Maudlin disagreed; and now it is up to
Mr. Throop. Mr. Throop said he is not a fan of double merits and this is not
consistent with policy.
Discussion of funding for start-up of traffic safety program. Mr. Throop said they
will be asking Salem for approval of grant funds tomorrow. Mr. Maier explained
how the fund would be set up for future years. (There was a lengthy discussion of
the program.)
Development agreement with T.M. Pete for a site plan on property on south
Highway 97.
Renewal of agreement for an electric binder in the Clerk's department.
Termination agreement with Rising Stars Preschool. Karen Green explained that
the program is being assumed by ESD.
Dissolution of Oregon Water Wonderland Special Road District. They were unable
to pass an operating levy two elections in a row, and do not have sufficient funds
to continue providing road maintenance services.
Ordinance 88-041, amending PL -15, rezoning a 200 -acre parcel from EFU 320 to
surface mining. Ms. Green said that since the County was not acknowledged on
its surface mining comprehensive plan element, any applications for surface
mining zoning on individual properties have gone through an individual Goal 5
process. The applicant has to do a Goal 5 ESEE analysis in order to justify the
surface mining redesignation.
This has gone through the hearing process. The property is east of Bend towards
Millican off Highway 20. No appeals have been filed, and the Hearings Officer has
recommended approval. Proper notice has been provided

Signature of minor partition 88-37, and a major partition in the Cloverdale area
for Bill Reed.
Declaration of dedication with one utility encumbrance.
Continuation of a public hearing and ordinance 88-039, adoption of surface
mining inventory.
