A meeting of the Board of County Commissioners was held on July 11, 1988. Commissioners present were Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion regarding proposed sale of County -owned land to the Park Property Owners Association. It will not be an outright donation, but they have been paying the taxes on it. The value is assumed to be under $8,000. Any back taxes will be deducted from this amount. (A portion the tape was unintelligible.) Discussion about the removal of trees in Montara, at Eastmont Drive west, for safety purposes; and snow removal services. Public Works is now doing work in this area but the roads were never accepted by the County. The locations would be Public Works, the Courthouse, Justice Building, Juvenile Justice Center and the Sheriff's Office. The total would be about $300,000. It is possible not all of the locations would be approved. The savings in energy costs would be used to offset the loan balance. Mr. Throop is excited about this effort. Resolution 88-044, initiating the transfer of County roads to the City of Bend. This involves the roads in and around Tamarack Park. Agreement with the City of Sisters regarding operational costs of the Sisters Library. Warning to the public regarding activity on County -owned land in regard to the excavation of test holes. This is part of the process of identifying gravel resources in various locations. The controversy seems to be that some members of the public being concerned about this resource being excavated in the future. (The tape faded away for a while.) Personal services contract with Nancy Richter for speech therapy. This is a continuation. Alteration or expansion of the mobile home park in Terrebonne. The Commissioners wish to read more about the court cases in this type of situation, and asked for a staff memorandum summarizing the cases and this particular situation in light of County practice and ordinances. Indemnity agreement with COCC regarding recycling services. The Board voted and approved. Notice of first hearing on the Chase annexation, amendment #3. Bend Metro Park and Recreation District received a donation of land in the Tumalo area by Chase; a 400 -acre ranch for the purpose of developing rural and recreational opportunities there. The hearing is to allow for annexation of this property into the District. Amendment regarding a financial partition FP -88-5 for Douglas and Mary Sawyer. This is an appeal of AP -88-2. Request for vacation of land on Burgess Road. This should have been done when the road was relocated about seven years ago. It has to do with the Senior Center. It is the County's responsibility. Advertising for bids for two dump trucks, through the State system. There was a lengthy discussion about the bid process policy. Discussion about County use of credit cards. Mr. Maier presented a draft policy for review. Employee assistance program discussion. Upcoming Chamber of Commerce event, business after hours, at the Courthouse, jail and juvenile facility. Financial payment for receiving notices. This was delayed until all three Commissioners could be present. Discussion of liability insurance requirements for individual Fair Board members. The preference is to have this in place by the next Fair season. Brief discussion of restructuring of staffing in the Board's office.
