A meeting of the Board of County Commissioners was held on September 20, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Amendment #14 to the 1987-88 Mental Health intergovernmental agreement with the State, adding funds for early intervention services. Asbestos policy at the landfill. The County will only accept asbestos from County locations. Cascade Insulation sent a letter indicating this is a problem because they haul asbestos from a variety of locations in the Pacific Northwest. There was a lengthy discussion about the fees involved. They even got a letter from the State of New Jersey, who wants to ship its asbestos here. DEQ has certified the County landfill as a place to dump asbestos. There are at least 30 others in the region as well. However, the fees are Tess in Deschutes County. If the County has to receive asbestos in the County and wants to maintain its certification for this, the rate should go up to make it less attractive to outside groups and agencies. Accepting this material also means a loss of capacity at the landfill, and it requires immediate burial. A lengthy discussion included the idea of what to do about radioactive waste and other hazardous waste issues. The County will review the possibility of developing a new policy that retain its certification with the DEQ in regard to asbestos. Discussion regarding sidewalk issues. The City of Bend does not want to be involved in a sidewalk issue at this time. The areas discussed were Romaine Village, Tillicum Village, Nottingham Square, Greenmont, Mountain High, Woodriver Village and other areas within the urban growth boundary. Also discussed at length was the need for curbs and bike paths, how much is the responsibility of the development, the County and the City. People are not happy with pieces of sidewalks that go virtually nowhere. There needs to be a way to make them connected and complete. Signature of an Order approving the JSC comprehensive plan. Subgrant agreement with Don Costello and Greg Hendricks for Juvenile Court referee services. An alternate is necessary. Appointment of Rosie Bareis as chair of the Juvenile Services Commission. Minor partition north of Redmond, MP -88-24. Development agreement with Oscar Murray. Condominium plat for the Bend Airport hangars. Request for tax refunds from Community Development. Liquor license application for the Three Rivers Market. Addendum to the owner -architect agreement regarding the Welcome Center. Mr. Isham explained that this clarifies who gets paid for what and by whom. Budget cash transfer. Development agreement with Clifford and Beverly Turlock. Development agreement with Sunriver Utilities. Order 88-067, refunding taxes. Reappointment of Romey Thompson to the Building Codes Board of Appeals. Personal services agreement with Christine Jeffers, who will provide speech therapy services. Additional lengthy discussion about the Lazy River South access issue. There was a discussion about alternatives for a right of way. One would hook into Dike Road and eventually pave it over to Meadow Lane; or go down Howard and open that road, bringing it up to a paved standard eventually. There could be a third access by going back across the river with the bridge solution. Going via Dike or Howard ends up being around $300,000, and the bridge was $342,000. Mr. Maudlin asked what the cost would be for a pier and wood bridge rather than concrete. Staff advised that timber bridges require a lot more maintenance. Most entities will not do this anymore because of future issues with rot. (He went into an explanation about the difference in construction.) Mr. Maudlin would like to see them wait to pave the bridge, which would cost about $26,000.
