A meeting of the Board of County Commissioners was held on November 21, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of approval of a business loan application for Sencor, (sp?) Inc. Mike Sullivan explained that Sencor is an importer of cutting and drilling tools from Mainland China. Sencor is the distributor. (He went on to explain the process.) The company hopes to restructure and expand locally. The loan proposal is for about $63,000 for packaging equipment to add capacity at the plant in Redmond. This should result in six to ten jobs over a two-year period. (There was a very lengthy discussion of the matter.) Transcription of Audio Recording of a Work Session, November 21, 1988 Page 1 of 4 Mr. Maudlin is comfortable with this arrangement in large part because of the personal guarantee of the business owner. The Commissioners supported the loan. Cindy Layton spoke about the Central Oregon Regional Housing Authority and housing opportunities in the area. She said there is a huge problem with the available housing stock in Central Oregon. Multi -family units are not being constructed, due to the failure of the federal government to commit to funding, and many of the tax advantages have been removed. There is a tax credit program put into effect a couple of years ago that may help. (She went into great detail about this program.) The Housing Authority can work with the tax credit program and make it work. There would be up to 56 units. Rent for a one -bedroom unit would be about $270 per month. Mr. Throop stated that the County would be involved because any properties in this program would not be subject to property taxation. Most of the taxes would have gone to the school district. This program would end after fifteen years. In the meantime, the federal government may come up with ways to make investment in this type of program more feasible through incentives. The Board will draft a letter of support for the program. Portland State University population estimates, in the opinion of Mr. Maier, are not correct. The U.S. Census estimate for the County for this year is 69,700. PSU came up with 66,100. The local office of the Department of Labor showed, in 1987, 524 single family permits were issued, more than most areas in the State. The PSU projections have never been challenged, but this could have an impact on cigarette and liquor tax receipts and other programs. He would like to pursue this further if it would take minimal staff time. The Board was supportive of this idea. (Staff explained the process used for this kind of action.) Fuel dispensing system. The electronics in the system are archaic and cannot be updated, so new pumps are required. (Staff gave an overview of what is needed and the anticipated cost.) Purchase of a street sweeper. They may be able to share this equipment with the City of Redmond. The Board was supportive. Signature of documents regarding Reed Market Road improvements, including those related to the railroad crossing. Continuation of a public hearing next Wednesday morning regarding the adoption of the surface mining inventory. Representatives of DLCD will be holding a hearing in Bend tomorrow night regarding the secondary and primary lands provisions. DLCD has prepared a summary of their talking points. The County wants to make sure there is proper balance. There could be more tightening up of uses and many property owners are concerned about this. (There was a lengthy discussion about this issue and land use in general.) Release of the dog in a dog control case, to the owner. Appointments to special road districts. Redemption document for foreclosed property. Request for a special merit increase for an employee in the Mental Health Department. There is also another one that the director would like to talk about. This will be addressed on Wednesday.
