2017-259-Minutes for Meeting November 28,1988 Recorded 5/19/2017Recorded in Deschutes County Nancy Blankenship, County Clerk CJ2017-259 Commissioners' Journal 05/19/2017 12:23:41 PM For Recording Stamp Only Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: WORK SESSION November 28, 1988; 10:00-11:30 AM. A meeting of the Board of County Commissioners was held on November 28, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Shelter evaluation program for Juvenile Department, and contract for staffing. Staff explained they are out of compliance with the State Juvenile Services Plan because they are not providing enough shelter or direct care programs. (Staff went into great detail about how to address this situation.) The agreement will provide for a short-term solution for approximately six months while they evaluate the staffing situation. This is the second time the department has lost CSD funding because of this problem. Staff wants to include more citizen input in this process. Discussion of a public hearing on Ordinances 88-037 and 035 for a plan amendment and zone change for Oregon Military Department. This has been going on for some time, to allow the limited use combining zone for a property the military can use. This is a formality. The property is located near the Redmond Airport. Discussion of a public hearing to adopt surface mining goals and policies. This is to be adopted next week. The Department of Fish & Wildlife would like to comment after they finish review. Comments need to be in by this Friday. They also are expecting comments from DOGAMI. This is a very complex issue. Order 87-079, authorizing tax refunds. Appointments to road districts. There has been a request for the Board to send information to all of the road districts on how they are to operate. Mr. Maudlin said that he prefers just to give them a copy of the law, rather than have them assume that the County is interpreting it for them. There is a general perception that the County oversees road districts, which is not the case. Minor partition for Willis Gunnels; declaration of dedication on the Old Bend - Redmond Highway. This is part of a partition effort. Occupational physical therapy for the child early intervention program, a contract with the Bend -La Pine School District. Memorandum from Sherman County regarding use of a State jail facility there. Mr. Isham said the questionnaire has already been returned, indicating that the County won't require using their facility. Update on Community Corrections Act group from Mr. Throop. The plan is due on April 1. A group is looking over the three options so they can make a recommendation to the Board, regarding type 1, 2 or 3. They use type 3 now. This will be a major policy decision. Ms. Prante would like the input from the D.A. and the Sheriff, as well as the Courts and Juvenile. Mr. Throop said they are already involved.
