Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive Secretary. No representatives of the media were in attendance. CALL TO ORDER: Chair Baney called the meeting to order at 10:00 a.m. PLEDGE OF ALLEGIANCE CITIZEN INPUT: None was offered. CONSENT AGENDA: Before the Board was Consideration of Approval of the Consent Agenda. Commissioner DeBone noted his request to make a few corrections to items #7 and #8. Consideration of Signature of Resolution No. 2017-013, Appointing a Financial Assistance Administrator for Deschutes County Health Services and Authorizing the Financial Assistance Administrator to Amend the Service Element Prior Authorization, on Behalf of Deschutes County. 2. Board Signature of Letter Appointing Shannon Chase to the Forest View Special Road District Board for a tern through December 31, 2020. 3. Board Signature of Letter Appointing Chris Perry to the Ambulance Service Area Advisory Committee for a tern through June 30, 2019. 4. Board Signature of Letter Appointing Sharity Ludwig to the Deschutes County Public County Public Health Advisory Board for a tern through August 31, 2019. 5. Board Signature of Letter Thanking Holly Reiner for her service on the Deschutes County Public Health Advisory Board. 6. Consideration of Approval of Minutes of the March 6, 2017 Work Session. 7. READING OF PROCLAMATION Declaring National Public Safety Tele - communicator's Week: Chris Perry and Kim Morse of 9-1-1 Operations presented a proclamation for consideration to recognize 9-1-1 staff and the work they do. Each day, 9-1-1 staff receive over 800 calls from people in their greatest time of need. This year the department held the first annual telecommunications banquet. Consideration of Board Signature of Document No. 2017-185, ODOT Intergovernmental Agreement No. 31624, Powell Butte Road Striping and Center Rumble Strip Installation. George Kolb, County Engineer presented the document for consideration and noted Oregon Department of Transportation is working on safety improvements to Powell Butte Highway. Consideration of Board Signature of Document No. 2017-218, Reciprocal Access/Drainage Easement, and Maintenance Agreement with St. Charles Health System, Inc. James Lewis, Property Management presented the document for consideration noting this relates to a property donation to St. Charles in La Pine and driveway access to Huntington Road. Motion carried RECONVENED AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS 14. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County, in the Amount of $1,259,366.33 DEBONE: Move approval, subject to review HENDERSON: Second County Administrator Anderson noted an expense for the rebuild of a compactor at the landfill. Motion carried OTHER ITEMS: • County Administrator Anderson noted a request for consideration for a letter of support for Senate Bill 1048 relating to property line adjustments. Judith Ure, Management Analyst presented a draft letter to the Senate Committee on Environment and Natural Minutes of Board of Commissioners' Business Meeting April 12, 2017 Page 4 of 6 Resources. Discussion held on suggested revisions. Ms. Ure will bring the revised letter back to the Board for signature this morning. RECESS: At the time of 10:32 a.m., Chair Baney called for a recess to reconvene the meeting in the Allen Conference Room. RECONVENED: Chair Baney reconvened the meeting at 10:40 a.m. • Other Legislative Discussions: Nick Lelack, Community Development Director presented an update from last evenings Joint Committee on Marijuana Regulations public hearing on Senate Bill 1057 relating to new provisions relating to cannabis and proposed amendments to the marijuana legislation. Discussion held on marijuana regulations and the impacts of the proposed amendments. Deschutes County wasn't informed or invited to this hearing or the previous one and were not present to give input on the County's regulations. Mr. Lelack reported the need of the Board to submit a response to the Joint Committee by 3:30 p.m. today. Providing testimony at the hearing were three citizens who had been members of the Deschutes County Marijuana Advisory Committee and the Deschutes Farm Bureau. It was told that the testimony provided by members of the Marijuana Advisory Committee was opposite of their recommendations made to the Board last fall regarding the setting of Deschutes County regulations. The Board will communicate with the legislators the need to allow Deschutes County to weigh in and be a part of the discussions. A letter will be drafted by Mr. Lelack that outlines the local regulations and call out those individuals that testified had worked with Deschutes County to create the current regulations on marijuana and to clarify the inaccuracies. • Consideration of Letter of Support on Senate Bill 1048.
