Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Presentation by Vince Genna on behalf of the Rotary Club, regarding the County's contribution towards Parks & Recreation. Recommendation of appointment to Juvenile Services Commission. Staff gave an overview of the item. Four people have been screened and the Board was asked to weigh in. The Commissioners were asked to contact the applicants to find out more information, if needed. There was a long discussion about the makeup of the Commission, the applicants, and the individuals who have resigned and why. Staff explained this is an outstanding policy conference for administrators, with the tuition covered by a grant from the National Institute of Mental Health. The costs would be for travel, lodging and meals. This is already budgeted. The Board was supportive. Agreement for contract for services with Road District #1, for snowplowing services. Personal services agreement with Century West Engineering for an aggregate analysis regarding County open pit sites. There was a lengthy discussion about the locations of the sites and the type, quantity and quality of the resources. Resolution 88-076, approving the fire code as adopted by Black Butte Ranch Rural Fire Protection District. Resolution for appropriation transfers. Amendment of a Mental Health services agreement with the Education Services District. Public Hearing on manufactured housing criteria. This will take place Wednesday, November 9 at 11 a.m. Continuation of the MRCIT hearing later this day. Minor partition for the Mountain View Mall, separating J.C. Penney's building away from the rest of the mall. Award of the self -elevating sprinkler system for Public Works. Discussion regarding Tyler Road paving and maintenance decision. Ms. Prante said she lives off Tyler Road and therefore does not want to be involved in this. She would like to see more of a public process even though they already had a public hearing. Deed correction for property off Reed Market Road at Daly Estates Road. Discussion of the transfer of accrued vacation leave. Park Property Owners' Association transfer of property. Discussion of a note from Ann VanDusen regarding the use of Pepsi soda dispensing machine money in the County buildings. Review and possible adoption of the surface mining inventory, and a public hearing on the general goals and policies. Written testimony could be allowed for a couple of weeks. Specific surface mining sites will be addressed after the first of the year. Update on Fire Task Force meeting and its recommendations. The Forest Service is going to be doing fly -overs and developing appropriate maps to show the fire level in various areas. Discussion of the Request for Proposals for the insurance agent of record, by the end of the month. Discussion regarding the La Pine Industrial Site. This involves platting the 52 acres directly north of the original platted area, and remapping the existing site to show the ownership pattern. The other issue is the 28 -acre parcel that is zoned residential, but it is in the middle of industrial land. There has been a request for a ten -acre site that the County is currently unable to fill. Mr. Isham will keep the Realtor informed. Discussion of the resolution of a criminal case regarding the theft of gravel from Public Works. This was not prosecuted by resolved otherwise. The area was not only posted with no trespassing signs, but was fenced with a locked gate. This location has been a problem in the past, along with a few other sites that are not protected.
