Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Contract for a clinical affiliation agreement with Central Oregon Community College, regarding the nursing program. Reappointment of Roger Allen to the Solid Waste Advisory Committee. Discussion of bids for work on property on Bridge Drive. The winning bidder now says they don't have the time or personnel to handle the project, so the County needs to go back to the second bidder. This is putting the project behind. The Board recommended moving forward. Order 88-038, sale of certain property acquired by the County. This is nineteen properties valued from $1,000 to $17,500 that are tax foreclosures. Personal services contract with Sally Keller of the Planning Commission. Reappoint of Bob Doren? to the JSC. Ordinance No. 88-018, relating to fill and removal. There is a hearing scheduled for June 22. Mr. Throop said he will be gone that day, and reviewed the changes that were made. There was a lengthy discussion of the language in the proposed Ordinance, especially in regard to the ability of individuals to reapply if their application is denied. Discussion of possible easement across County -owned property for Scott Wolfinger. This is located about six miles east of town off Highway 20. The property owns property on both sides of the highway. This person purchased tax lot 405 and wants to tie into the existing easement. The person who owns the grazing lease has agreed to move his fence to accommodate this. Signature of a minor partition into three parcels in an RL zone near Ladera subdivision. Signature of Order 88-036, transferring appropriations. Transfer of appropriations within the 4H -Extension District budget. Cash transfers within Departments. Requests for refunds from CDD. Discussion of the bid process for six pickup trucks. They want to bypass the State contracting process because it takes too long, and go to local companies to get the bids instead. There needs to be a waiver of the 100% performance bond. Transcription of Audio Recording of a Work Session, June 13, 1988 Page 2 of 3 Citizen input regarding minimum security versus maximum security prison sites in Deschutes County. One citizen said there should be an additional maximum security prison since the State only has one. One person said she would like to see the County jail made bigger since they do a good job there. She feels this works better, but there are too many people on the street because it is too small. It was explained that an additional State prison would be paid for by the State. Expanding the County jail would require local funding. One person said that the minimum security prisons are not safe and people walk away from them all the time. They usually end up back inside after committing more crimes. The County then ends up picking up the cost of this. A maximum security prison is more secure so this is not a big problem. A lengthy discussion then took place about this problem. It was pointed out that people vote with their wallet and are not supportive of additional taxes for this kind of thing. There will be a meeting of the Siting Committee tomorrow to discuss various potential locations in Deschutes County for a State regional minimum security prison.
