DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 23, 1988; 10:00-11:45 AM.
A meeting of the Board of County Commissioners was held on May 28, 1988.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff and citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion and presentation of a needs assessment study. Neil Bryant and Tim
Brannon said thanks for help with the needs assessment, which has been
completed and published. (He referred to an executive summary and the
assessment.) They had approached the County and others about two years ago
to obtain money for this purpose. It started out with just Bend, went to the
County and then the tri -county area. The other two counties are experiencing
greater difficulties with a variety of issues.

The study is based on information from four sources and surveys. The
assessment will allow them to get state and federal grants to address human
needs for public services in the area. The survey can be updated in the future at a
lesser cost, and this is desired about every two years. This information will help
agencies with their planning and growth projections.
Mr. Brannon went over some of the information relevant to Deschutes County at
this time. In particular, issues relating to mental health, housing, medical care,
senior -specific problems, substance abuse and others.
There was a very long discussion regarding the findings of the assessment and
where to go from here.
Discussion of asphalt bid award. Bids were received from two of the six
companies who had expressed an interest.
Resolution 88-033, adopting by-laws of the County's Bicycle Committee. The
original Bicycle Committee comprised of just Bend residents would be defunct
with this adoption. A couple of those members would transition to the new
Committee.
BLM agreement transferring La Pine Community Park to Deschutes County. The
total cost is $130,000 and involves the area where the Community Park and
ballpark are located, about 10.46 acres total. Part of the cost was for a timber
evaluation. Mike Maier said at some future date, the Board will have to provide
direction on how to manage the property. COCOA will take over the Senior
Center aspect.
Indemnity agreement for the Smith Rock Fun Run.
Discussion of an appointment of Judy Scales? to the local Drug and Alcohol
Planning Committee. She will take the place of Ed Perkins, whose term has
expired.
Liquor license for the Jackpot Food Market.

Appointment of Vesta Ellis to the Special Transportation Fund Advisory
Committee.
Oscar Bratton was asked to speak about Order 88-033, regarding a refund of taxes
and how the Department of Revenue is involved if there is a dispute regarding a
tax amount or a refund.
Discussion regarding an audit by Social Security, and how they regard personal
services agreements and independent contractor status. Also discussed were
insurance requirements. (There was a lengthy discussion about whether to hire
some services through independent contractors or have those people hired as
temporary or part-time employees.) Mr. Isham recommended handling this in
the most conservative manner possible. He will provide a list of all the personal
services agreements now active, for the Board to review.
