DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 9, 1988; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on May 9, 1988.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff and citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Award of a contract for crushed rock. There was only one bid for the correct rock
size.
Family support project. Kathy ? said this is to provide intense support to a limited
number of families who have members with developmental disabilities. It is a
pilot project to show what people can do if they have the right training and
resources. This will help to keep developmentally disabled persons in their
homes. A lengthy discussion ensued. The Board was supportive.

Harper Brown spoke on behalf of the Central Oregon Board of Realtors. They
expressed some interest in County -owned properties, and were concerned that if
a Realtor presented a buyer, that the County would not pay a commission. He
added that it is his understanding that some agencies do pay a Commission if a
Realtor brings in a buyer.
Ms. Prante said that properties the County puts on the market can be very
different from what goes on at an auction. She doesn't think the County has ever
put any properties on the market individually. Mr. Maier said the County has had
properties appraised for purposes of a specific trade, usually with another agency.
Some properties can be sold only to benefit the taxing districts, and the County
gets very little of those funds.
Mr. Throop stated that the City is trying to amass funds in this fashion so they can
build a new city hall. The laws have changed somewhat, so he would like staff to
come up with some kind of a policy recommendation.

Discussion of Bend sewer line. The concern is that Bend extended a sewer line
down Highway 97 south to Murphy Road to take in Jake's Truck Stop plus the
proposed Wagner Store that now isn't going to be built. There is concerned from
people along the west side of Highway 97, who are now being asked to hook up
to the sewer line now that it is there, within 75 feet of their property. This could
cost some of the property owners up to $20,000. Mr. Maudlin said he has heard
from a few of these property owners, mostly those that own motels or trailer
parks.
Staff feels that if the City is going to do things like this, that they should be
required to hold a public hearing first. It does affect people outside of the City
limits.

People can be forced to hook up through the DEQ, if they are using a drill hole for
waste, rather than a septic system.
A very lengthy discussion ensued. Mr. lsham said that the City has the authority,
through statute, to extend the lines outside of the City limits. They do not need
the County's blessing unless they are going for a grant that requires this. There
have been a couple of sewer line extensions, so he will check to see if the
County's involvement is a part of either. For the most part, the County has no
jurisdiction. A public process would have been a good idea. The County may be
able to put this in some type of agreement with the City.
Discussion of an issue with a pre-existing subdivision on MUA-10 zoned land
regarding setbacks. This subdivision is similar to RR -10 in that it allows a 10 -foot
side setback rather than 20 feet. The lots are less than 1/2 acre, long and narrow,
and they can't set mobile homes on them with 20 -foot side setbacks. It was
developed for state-of-the-art mobile home housing at the time. If people want
to upgrade, they can't. Staff will look into language which will allow a smaller
side setback for this type of situation.
