2017-336-Minutes for Meeting March 10,1988 Recorded 6/22/2017Recorded in Deschutes County CJ2017-336 Nancy Blankenship, County Clerk Commissioners' Journal 06/22/2017 1:28:54 PM For Recording Stamp Only Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: WORK SESSION March 10, 1988; 10:00-11:00 AM. A meeting of the Board of County Commissioners was held on March 10, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion about issuing citations for conducting business in a residential zone, and how to handle this type of situation. Legal Counsel Rick (sham advised the Board that he would prefer to review these citations before they are filed. (There was a lengthy discussion about this issue.) Discussion about an ordinance regarding lot of record subdivision parcels. The Board felt that the way it is structured at this time, this situation is not equitable to all parties. Update on the local soils study. Discussion of setbacks from rivers and potential contamination issues. This includes vertical effects where the water level is close to the surface. Community Development anticipates getting back to full staff soon now that someone is back from medical leave. They have had some issues with the phones and this required some updating. They have ten lines and get 40 to 50 calls per day. Some people claim they called and left a message but no one called back. This is being addressed. There was a discussion about interdepartmental issues regarding coordinating citations with the District Attorney and Legal Counsel. There was a discussion about needing additional Hearings Officer time for issues relating to surface mining. A geologist may need to be hired for this. The group discussed the issue relating to bad checks written to the County. County Counsel and the D.A. will address this.
