DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on January 25, 1988.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Sexual Abuse Coalition and JSC Funding. D.A. Mike Dugan and Juvenile Services
Director Dennis Maloney explained that the JSC Board developed a budget for the
four main agencies involved in the Coalition. This was presented to the Board,
and the funding stream was discussed. The four main agencies are Mental
Health, the D.A., the Juvenile Department and CSD.
The group discussed setting up a meeting with the four groups in the near future,
including members of the JSC.

Pre -adolescent sex offender group program. The City of Prineville has asked that
they be able to put some offenders into this program, as a given rate of $15 per
hour. The contract is in process.
Discussion of road standards as required by the Transportation Plan. There was a
long discussion about consistency issues in regard to bike lanes and sidewalks,
when working with the cities. The Technical Advisory Committee worked on this
through last fall and completed its review.
The material is not yet complete, but staff wants direction from the Board before
it goes to each of the four Planning Commissions. This includes the draft
sidewalk ordinance. Staff wants to confirm this is what the Board wishes to
happen so the process can go forward.
At this time, staff went over the proposed standards at length, and how to pay for
the improvements the County may need to make.
Dedication of properties on Reed Market Road for right-of-way purposes.
Adoption of program budget items.
Appointment of Marshall Rickard to the Historical Landmarks Commission.
Conservation easement on Spring River Road.
Financial partition.
Partition of Silvis Road property.
Public hearing on Order No. 88-003, approving of Newberry Estates Special Road
District.
Signature of agreement with the Historical Society.

Repealing an Ordinance to change surface mining and surface mining reserve
zones to coordinate what has been done in the past.
There was a long discussion on why this is being done and the process to get to
this point.
Signature of Juvenile Services agreement with Crook County.
Regional Jail facilities memo.
Discussion of status of ongoing road projects on Burgess Road and Reed Market
Road.
Snow and ice control plan discussion.
Traffic control policies as suggested by the Sheriff's Office.
Road striping services agreements with the City of Redmond, ODOT and other
agencies.
