A meeting of the Board of County Commissioners was held on January 19, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda. Sexual Abuse Coalition and who should participate on this committee. It was felt that there should be representatives of all law enforcement agencies, the D.A., Courts, Mental Health and other agencies, plus representatives of the public. The Board was concerned about adding to the workload of County staff if they become involved in this group. Discussion of services provided by COCAAN. Discussion of the production of a brochure or pamphlet, along with posters, to provide information to the public so they will know who to contact for a variety of needs. Discussion about referrals to agencies. This would be for the tri -county area. The Board conducted a lengthy conversation, and postponed until a future date. Discussion of the approval of the purchase of a paint striping machine and the number of miles that it would be used in a typical year. Discussion of cooperating with other agencies on its use. Discussion of pavement preservation program, including increased staffing needs and increasing costs of materials. Solid Waste personnel are being cross -trained with Road personnel so they can all run the same equipment. Discussion of working with Century West Engineering to analyze testing results on the demolition landfill site. The cost would be $400 for four hours. This would be an analysis on non-organic compounds such as noxious gases. The Board approved for this to move forward. Organic compounds also need to be evaluated at some point. There was a long conversation about concerns regarding the collapse of areas within the landfill area. It is already being monitored. Transportation plan changes were discussed and this conversation will continue next week. Setting a hearing on the proposed annexation of the La Pine Livestock District. Possible signature of Order 88-008, authorizing the refund of taxes. Request for refunds in the CDD fund. The Juvenile Services Center contract will be a part of this. Development agreement with William Hurtsburg, SP -87-03. Central Electric Cooperative easement. Historical Society non-profit arrangement and its location in Reed School, which is County -owned. Maintenance and utilities are supported through funds from County land sales. The cost of insurance has increased significantly, so currently they are not insured. Mr. Isham feels that the license agreement between the Historical Society and the County be formalized, and the County arrange for insurance. Or the County can set aside a budget amount of funding to be turned over to the Society for them to cover their own insurance and other costs. They are not an agent of the County. Mr. Throop is on their board and can discuss this with them. Discussion of the idea of a minimum security prison. Mr. Maier provided some information and the potential formation of a group to look at this proposal. This would involve the other two counties, who are very much behind this. Discussion of Wickiup Junction issues.
