A meeting of the Board of County Commissioners was held on December 11, 1989. Commissioners present were Tom Throop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of an appeal of the Hearings Officer's decision regarding a zone change and plan amendment for a property on Spring River Road. Discussion of a public hearing on an address ordinance. Discussion of a possible site for new Deschutes County fairgrounds. Mr. Throop would prefer there be a joint meeting with the Fair Board of Directors and the Commissioners to discuss this in depth. Transcription of Audio Recording of a Work Session, December 11, 1989 Page 1 of 4 A representative of the Fair Board said that they would like to be in a position to market the current location. Before they do that, however, they need to go where they are going. They need about 120 acres with the proper zoning. Part of the area in southeast Redmond that they are considering is in the city. There was a lengthy discussion regarding parcel sizes, use and restrictions of the area, traffic and construction, and other aspects. Reference was made to maps at this point. There was a long discussion about available grant funds and other ways that this kind of move could be made possible. Discussion of a Resolution establishing Cheyenne Road and Apache Lane Local Improvement Districts in Deschutes River Woods. This is a continuation of the paving of Cheyenne Road, from where it was paved in 1983. There are 73 lots involved, and 62% signed the petition. They hope to have the paving done in the spring. Discussion of Resolution establishing Pioneer Loop Road LID. The LID is being formed and an engineer's estimate is being requested. A hearing will be set up at that time. This is in northeast Bend, near Deschutes Market Road. One property is owned by the County and will be assessed. This project will take substantial grading work. Over 60% of the property owners support the LID. Discussion of a request for personal leave due to an adoption. This person would like to work part of the time during the three month's parental leave. Also, this type of leave is still being decided by the Court of Appeals. There is also a question as to whether sick leave should be used prior to vacation time. The County has approved three parental leave cases. Sick leave was used during pregnancy, but after delivery the person took vacation leave. The State says that this is to be done as required by the employer. There are a number of policy issues that the Board needs to address. Second, whether the employee may use sick leave first. (County Counsel went on to interpret what was said in Administrative Rule.) The Department would prefer that the employee be able to come back part time on an increasing basis. Mr. Maudlin would like to take these on a case by case basis. Mr. (sham said that he thinks there needs to be a clear policy established. Some departments may not be able to have someone come back on a part-time basis. Mr. Maudlin would like to go ahead and allow this case to move forward, and Counsel can work on a policy for the future. There was a lengthy discussion regarding court cases and setting precedent, and the effect on other departments. Discussion of the hiring procedure for a Mental Health Director. Mike Maier provided an outline of the recruitment and interview process. Discussion of a tax base, with the Library Board. There will be a joint meeting this week. Discussion of an Order refunding taxes. Discussion of a development agreement for James Ivy for Delicatessen Restaurant in Tumalo. Discussion of several appointments to the Four Rivers Vector Control District. Discussion of appointment to Special Road District #6. Discussion of several reappointments and appointment to River Bend Estates Special Road District. Discussion of a reappointment to Special Road District #1. Transcription of Audio Recording of a Work Session, December 11, 1989 Page 3 of 4 A citizen whose minor child was arrested last year at a kegger at Meadow Camp has gone through the process to have the record expunged, after the case was ultimately dismissed, but wants to be reimbursed for the cost of this process. The beer was found in the child's vehicle. The child was belligerent, and the office felt there was probable cause to arrest. The father was advised to get an attorney if he wants to pursue this. Discussion of upcoming Sunriver appeal. Discussion of Division Street project, the Comstock tire pit, and systems development charges.
