A meeting of the Board of County Commissioners was held on April 18, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Request from U.S. Postal Service regarding establishing a mail box location either in front of the Courthouse or at the Justice Building. They would like it to be accessible by motor vehicle as a drive-through. The Post Office will do all of the work. The Board was supportive. Discussion of relocation of the Court's computer system. It seems more appropriate for the equipment to be located out of the way in the penthouse area of the building. This is already the area where most of the files are located. (A lengthy discussion took place regarding who will pick of the cost of this change.) Signature of Resolution No. 88-026, adopting a grantee code of conduct. This has to do with gifts to County employees and brings it into line with what the State has in effect. Signature of a replat for Orion Reid, and a road dedication for property on Reed Market Road. Discussion of Juvenile Services Commission issues. These will be addressed further in another week. Discussion of a request for an insurance waiver for Robert Bergstrom, for a sub- contract. Mr. Isham gave an overview of the item. The County has minimal control over these activities since Mr. Bergstrom is being paid by the State for building inspection services. The Board was supportive. A public hearing regarding changes to 1988-89 County fees, and a Resolution to approve them. Signature of indemnity agreement for Lobos Off -Road Motorcycle Race. Signature of indemnity agreement for the Alpenglow Lava Lands Race. Discussion of the State Treasurer coming to town next week, and Redmond wants the Treasurer to get involved with financing some of the business development projects around the Redmond Airport. The Commissioners are invited to the dinner and reception, and would need to RSVP to the Redmond Chamber of Commerce. (There was a lengthy discussion about the City's efforts in this regard and how well this will work out.) The Oregon Commission on Child Care will be meeting and has asked that a Commissioner attend and become more involved. The cost is just $60. COCAAN will be contacted and perhaps someone from there can attend in place of the Commissioners, and the County could pay the fee. Transcription of Audio Recording of a Work Session, April 18, 1988 Page 2 of 3 Discussion of a letter from Bend Aggregate and Paving regarding concerns about Twin Bridges and their rock production efforts there. They are offering a tour of the area on April 20 with their geologist and others involved in this type of business. There is some controversy regarding this use in the area since it is within % mile of the river. (There was a lengthy discussion about the Scenic Waterway and river issues.) The Board feels this is a limited resource and will run out, if efforts to withdraw this resource are hindered too much.
