DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 2, 1988; 10:00-11:45 AM.
A meeting of the Board of County Commissioners was held on May 2, 1988.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff, and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a bid for road overlay work on Hamby Road. Both bids were less
than the estimate.
Discussion of an amendment to the Biennial Health Contract, increasing funding
by $7,407.
Discussion of Community Corrections funding. Neil Bryant and staff indicated
there are three options for receiving these dollars.

One is to enter into an agreement with the State and they run the entire program.
Second is all the money comes to the County's Community Corrections and it runs
the program. The third is a hybrid of the two. There have been a series of
meetings conducted to determine the best way to deliver services. The
legislature may alter the program and take some of these options away.
An executive committee is thoroughly examining the options, and this fall will
bring the results of their work to the Board for review and input. He would like
the Board at this time to empower and direct the group to continue this process.
The committee consists of Ernie Mazorol, Dennis Maloney, Art Ferrera and Mr.
Bryant. (A lengthy discussion occurred.) The Board supported the work of this
group.
Out-of-state travel request from the Library. Mr. Maier will provide an update of
the Library's budget. Ms. Prante was hesitant to approve an $800 trip at this
time, out of next year's budget. It was pointed out that the reservations need to
be made before July. This item was tabled.
Order 88-025, a final hearing on the creation of the 9-1-1 County Service District.
Request to set up a Budget Committee meeting for Extension/4H Service District.
Their budget has been prepared.
A final Mylar for River's Edge Subdivision, Phase I, which is a City of Bend
application.
Discussion of using County property to construct a road in the La Pine area. A
citizen said he would like to extend 660 feet of road. Part of this is a County road.
(Maps and sketches were presented.) It involves access to Burgess and Lechner
Roads. There is a sign at one point that says it is the end of the County -
maintained road.

There is a little section off Greenwood Drive that if completed, would let the
residents go out to Davis Road. There is no other reasonable way for people to
get out of the area in the winter. The County owns the land as a road right-of-
way, about 57 feet wide. It just needs to be bladed and could be an unimproved
road. Mr. Isham said the County would have to get a permit to dedicate it, and it
needs to be 50 feet wide. (A long discussion then took place.)
The residents maintain the roads themselves as well as they can. However, there
is a problem with ambulance service the way it is now set up. This new stretch of
road would be very helpful. Mr. Isham said that it would be a public access road
only with no liability for the County. Mr. Maudlin said they will have to figure out
exactly where it is and what it would take to bring it to minimal standards for a
right-of-way. The Board was agreeable.
Discussion of sign codes in commercial and industrial zones. Staff provided an
overview of their recommendations. They said that Code is straightforward, and
much of this is based on common sense. (There was a long discussion about
having a level playing field regarding size, location and other factors for
commercial and industrial uses.)
The Board would like to see the sign code consistent with those of the cities so it
is easier for the public to understand. Perhaps there should be an interim
measure taken until the entire side code ordinance can be reviewed and
potentially revised.
Discussion regarding determining the boundaries of the irrigation districts. These
have not changed for decades, but the Clerk and Assessor need to know for
taxation purposes. There was an original set of boundaries, but over the years,
more territory has been brought in, especially in the 1940's and 1950's. The law
gives the districts the authority to determine the boundaries, but they would like
to know what the County, Federal and State require to finalize this process.

A lengthy discussion occurred regarding the duties of the County in this situation.
Mr. (sham said that historically the County has just accepted whatever the
districts submitted.
Discussion of the use of County credit cards, especially for travel or conference
purposes.
Discussion of employee travel and training budget and expenses.
Discussion of Rickard Road and complaints regarding bicycle uses and races
conducted there and on the surrounding roads.
