2017-328-Minutes for Meeting February 16,1988 Recorded 6/22/2017Recorded in Deschutes County CJ2O17328 Nancy Blankenship, County Clerk Commissioners' Journal 06/22/2017 1:28:02 PM For Recording Stamp Only Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: WORK SESSION February 16, 1988; 10:00-11:30 AM. A meeting of the Board of County Commissioners was held on February 16, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and visitors. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a Resolution promoting Oregon Spring Cleanup, and waiving landfill fees. This will be on April 1 and 2, and has been done for two years. There was a brief discussion about the various activities and attempts to get more areas involved; and the Board was supportive. Discussion of Resolution requesting that a POW/MIA flag be flown in front of the Courthouse, along with the State and U.S. flags. The Board was supportive, although Counsel had some questions about doing this. Mr. Maudlin said he has not noticed this being done anywhere else. Transcription of Audio Recording of a Work Session, February 16, 1988 Page 1 of 3 Several speakers from the various local VFW posts indicated this is to support the family members of MIA and POW service members. They feel it is important because they do not want to see these prisoners or missing service people forgotten by the public. It has been in effect from the days of the Korean War. County Counsel asked if this sets precedence that may want their flag flown as well. It was felt that no one else seems to want to do this. The VFW has been flying it since Christmas. They intend to pay for the flags so there is no taxpayer expense. It is permanent as long as there are MIA and POW. (There was a long discussion about the issue.) Discussion of the remapping program. Final hearing on the Newberry Estates Special Road District. Discussion of the dog licensing program. This was postponed until further information has been obtained from the cities of Redmond and Sisters. Discussion of a possible license for Deschutes Recreation Homesites for the Neighbors' Club. Signature of Resolution 88-007, allowing the Surveyor to enter into governmental field service agreements, for the preservation program. Possible signature of Juvenile facilities agreement with Baker, Sherman, Wheeler, Union, Hood River, Grant and Harney counties. Jefferson and Crook already have agreements. Discussion of designating of County Commissioner to serve on the Street Project Committee. Discussion of a loan for a wood products company in Redmond. Discussion of an upcoming dog control hearing. The dog is already impounded.
