DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION ON PERIODIC REVIEW: CITIES OF
BEND, REDMOND AND SISTERS, AND THE COUNTY
February 25, 1988; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on February 25, 1988.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also in
attendance were Rick (sham, County Counsel; County Administrator Mike Maier;
and other staff.
There is a public hearing tomorrow regarding periodic review. (Reference was
made to notes on a board and handouts.) It is a similar process to what Bend did.
The hearing will involve all three urban areas.
They will not go over Bend's periodic review today. Redmond is supposed to hold
their hearing in March. No one showed up to testify at Bend's hearing, or the one
for Sisters. If anyone wants to be a part of this process, they have to appear
locally. LCDC has notified everyone on their mailing lists.

The group then discussed potential changes to the comprehensive plan. The
County will have six months to adopt the results, after they hold another hearing
with the final changes.
Redmond's periodic review was discussed, and is relatively simple.
Unanticipated events were discussed. One was in regard the Fairgrounds possibly
moving to north of the Prineville Highway, but it was found that the ground was
not suitable. They are looking at potential sites in the airport industrial area. This
is probably a long way off. They want to build a racetrack, but that doesn't
conform to the zone.
Some lands would be left open space reserve for now. The city can't justify
changing the zoning at this time. It would be a buffer between industrial and less
intensive land uses.
The golf course expanded to build 18 holes on industrial land, so this will be
rezoned as appropriate.
There was a review of how land uses might change through zoning and plan
amendments. (There was a lengthy discussion about the potential effect of these
changes.) Most of this is the City's responsibility in regard to sewer, water and
other infrastructure, since the City is the primary provider of these services.
An economic development is also required by the State. This will come back after
periodic review and proposed changes to the comprehensive plan. Much will
have to do with industrial lands and the airport. The cities of Bend and Sisters will
do this part of their work sooner in their processes.
The land use procedures ordinance and the historic ordinance were discussed, as
well as the public facilities plan. There will also be clean-up amendments of these
ordinances.

Century West Engineering has been very involved in the public facilities plan, and
the cost of their work is approximately $50,000. It will result in a great resource
document.
DLCD had some questions about the development of streets. They want to know
who the providers are for roads within the urban areas. It was explained that
they would be provided jointly.
Mobile home standards are also a discussion issue in periodic review. Some
findings will need to be made in this regard. DLCD is also interested in how
establishing farm dwellings will be handled, as well as justifying EFU criteria.
The group went through many of the other pages of the report, offering
comments on the work and the costs involved.
The City of Sisters periodic review was briefly addressed. They discussed water
quality, traffic and other issues. They are making some changes to add airport
restrictions.
The Board needs to wait until all of the cities have gone through their processes.
There will be another hearing specifically on the proposed ordinances.
