DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on March 7, 1988.
Commissioners present were Lois Prante, Tom Throop and Dick Maudlin. Also in
attendance were Rick Isham, County Counsel; County Administrator Mike Maier;
and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of an appointment to the Vandevert Acres Special Road District.
There were two resignations, leaving only one member now. They are trying to
get additional members.
Discussion of a policy proposed by the Personnel Department regarding education
tuition reimbursement. Instead of the County picking up 50%, it has been
proposed that the County pick up 80%.

The other issue is instead of the County purchasing the text book, this would be at
the employee's expense. Also, there would be a form required for signature of
the Department head.
The other policy is a proposal to standardize the employment of temporary and
seasonal workers, by having these requests go through the Personnel
Department. This should eliminate some employment issues. There would be a
standardized form for the departments to use for this.
Discussion of policies regarding operational expenses and the use of petty cash
funds, and credit card use.
Discussion of an appeal of an administrative decision regarding a lot of record
application for Dale Rapp. There will be a hearing on this next Wednesday
morning. There will be several other property owners attending this meeting who
have similar concerns.
There are ten lots in this particular subdivision that are in similar situation, and a
few of them got permits years ago and now have homes on them. The
unimproved properties no longer meet the lot of record criteria, however. They
would have to apply for a variance to be able to build, but all of these steps cost
money.
This is a problem throughout the County, and needs to be addressed.
Discussion of a refund of fees for Oliver Tornbaum's applications. This is an
unrecorded subdivision and the owner had applied for two variances, which were
approved by the Hearings Officer. His attorney, Bob Lovlien, has asked that the
fees be refunded. Community Development is not in favor of this refund. The
owner sold off one five -acre lot, and asked for the County to recognize the other
lots. He filed a lawsuit to require this, but in lieu of this filed an application for
two variances to recognize ten -acre lots rather than five -acre lots. He then
dismissed the suit.

A survey had been done and filed with the County many years ago, and that was
the basis for the owner to feel that the Tots should be allowed. Counsel does not
recall agreeing that there would be a refund.
Request for adding another person, Mark Mann, to the Mental Health Advisory
Board to take the place of a member whose term has expired.
Discussion of an Order initiating the formation of the 9-1-1 Special County Service
District. Hearings would occur in April.
