DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
January 4, 1988; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on January 4, 1988.
Commissioners present were Lois Prante and Dick Maudlin. Also in attendance
were Rick (sham, County Counsel; County Administrator Mike Maier; and other
staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a hiring someone as part of a disability program in the Corrections
Department. This position would be subsidized by the State. The person has
already been a Reserve Deputy. (There was a lengthy discussion about the
recruitment process, as well as the guidelines and requirements of this grant
program.
Selection of a new Board Chair.
Request for a personal services contract. This was postponed.

Signature of an agreement with the State to allow the County to remove sanding
material from the State's stockpiles. This has been done in the past without a
written agreement, so this is a housekeeping item.
Possible approval of the County's snow and ice removal plan. This was postponed
for a week. There will be limited parking in the Skyliner's subdivision because of
snow and ice issues.
Lease/purchase of a striping machine for Public Works. There was a long
discussion about the necessity of having this machine. It was pointed out that
they are now paying the State to use its machine, but it is not always available
when needed.
Contract modification #7 for the Health Department.
Discussion of hiring individuals from the Opportunity Center, and State grants for
this program.
Discussion of possible signature of a contract with Pacific Gateway Hospital
regarding individuals with alcohol or drug problems. This is for a group counseling
program.
Chair signature of a business certificate.
Discussion about delinquent local improvement district assessments. Helen
Rastovich asked the Board for the procedure in these cases. These are similar to a
foreclosure proceeding but the redemption period is shorter. She explained the
minimum amount required for the sale of the property. Usually when a letter is
sent threatening foreclosure, some kind of payment comes in.
However, there are over 600 accounts that are in arrears to some extent, with
over 300 that are subject to foreclosure at this point. Also, 72 of these accounts
are under one ownership and the person owes over five years of taxes as well.
They are now within the year of redemption. Most of those are in Crest Ridge
Estates, north of Highway 126 west of Redmond.

The total assessed value of all the properties is about $292,000. The purchasers
are subject to the tax assessments unless they are worth more than this to the
County. The taxes and LID costs may be more than the properties are worth.
(There was a long discussion about whether to pursue the foreclosure, and the
selling process.)
The Board would like to phase this process, going with the higher value properties
first, over $1,000. The others need to be worth at least $500.
Discussion of an agreement with Redmond regarding lease sites at the Solid
Waste facility.
Discussion of four power line easements for Central Electric Cooperative along
Highway 20 on property that is owned by the County. This could also be met by
dedicating this as additional State Highway right-of-way. The facilities are within
the highway right of way at this time, but the State wants to widen the roads.
The appropriate easements have be acquired by the various landowners. Having
a right of way instead of an easement would make the process much easier in the
future if the road changes.
One of the Commissioners was concerned about this creating precedent for
County roads, and who pays for it.
Possible signature of Ordinance No. 88-001, amending zoning code. This is to
clarify that the legislature has allowed for fee changes to be done in this way.
Order 88-002, amending annexation of property into the Rural Fire Protection
District. Mr. Isham said there was an error in the legal description, so it had to be
corrected, per the Department of Revenue.
Ordinance No. 88-002, amending sections of the Deschutes County Code in regard
to Solid Waste problems on private property.

One issue is a burnt structure in south County that needs removal, and the other
is an accumulation of solid waste on properties when the owner will not take any
action. Attempts to contact the property owners have been done repeatedly, but
have not been successful.
Regarding the burnt-out mobile home, it was not clear which part of the Code
allows the County to take action. This structure constitutes a dangerous building.
The other change would streamline the process of addressing the other issue. It
doesn't refer to buildings, but to refuse and abandoned vehicles. Code used to
mean a declaration of a nuisance, requiring this go to Circuit Court for an order of
abatement. There is no need to go to Court; thus the change to Code.
Update on Juvenile Justice Coalition activities.
Discussion of the civil commitment process. This was delayed for a week.
Discussion of maternal and parental leave.
Discussion about KSMB Company and why they did not try harder to get better
contracts with the three local pharmacies. All three are a part of big chains.
