DESCHUTES COUNTY BOARD OF COMMISSIONERS

February 29, 1988; 10:00-10:30 AM.
A meeting of the Board of County Commissioners was held on February 29, 1988.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also in
attendance were Rick Isham, County Counsel; County Administrator Mike Maier;
and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of revised funding for the Health Division. There are two amendments
to be signed. One is for HIV services and one is for WIC.
Possible award of a bid for a paint striping machine. It should be delivered by
August.
Discussion about rural schools funding, and the possibility of funds going to
schools rather than roads.

Discussion of a conditional use application in River Meadows. There is a standard
form for a conversation easement and the applicant did not use that form. The
Hearings Officer indicated the form used was acceptable, but the Planning
Department is asking for this to be changed out. (A long discussion occurred
about the use of alternative forms.)
Discussion of a proposal from American Network for the County's new phone
system. They indicate the County can save approximately $10,000 over what is
being spent now. They used an example from the school district to demonstrate
this savings. The system would use an employee identification number for each
call. (There was a lengthy discussion about the pros and cons of switching over
to this system.)
Discussion of an intergovernmental agreement with Crook County for the juvenile
sex offender treatment program. This has to do with group therapy sessions.
Discussion of inspections of school kitchens, restaurants, pools and other publicly -
used facilities.
Order for refund of taxes.
Order 88-015, approving CDD refunds.
Discussion of an upcoming meeting regarding Highway Division priorities. An
outline was reviewed. (A lengthy discussion ensued.)
