DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 17, 1990; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on December 17,
1990. Commissioners present were Lois Prante, Tom Troop and Dick Maudlin.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of Children and Youth Services Commission Coordinator position. The
Commission unanimously supports their choice for this position, even though this
person works for the County. In other counties, they have that person report to
the Board liaison.
This replacement is to take the place of Rosie Bareis. After a lengthy discussion,
the Board indicated its support as long as the Commissioner will be involved and
oversee what happens.

Expression of appreciation of the Board by Bob Slawson, STF Committee
Chairman. He attended two conferences with the support of the Board to learn
more about specialized transportation. This was very worthwhile. It is very
important since the Americans with Disabilities Act has recently been signed into
law.
Discussion of Sunny Acres local improvement district. There are fourteen
properties involved. Pre -assessment is being done at this time. The cost is about
$6,500 per lot, and support is about 78%.
Discussion of a request from Fall River Estates Association for the County to do an
inspection of the bridge that leads into the subdivision. The question was
whether the residents are prepared to live with whatever the results of the
inspection indicated. It might be that the bridge should be closed, which would
change to another access, which they currently do not have. Or the bridge might
need to be weight limited and that would affect emergency traffic.
Staff explained they would inspect the bridge in accordance with State bridge
inspection standards. If a specific action needs to happen except the replacement
of the bridge, staff would come back to the Board with a report of the findings,
and this information would be shared with the Fall River Estates Association.
Staff will check with State Transportation for funding regarding emergency
funding sources if the bridge falls below a certain standard. Staff feels that this
bridge, along with General Patch Bridge, have fallen below this standard.
The State would put up 75% of the funding. The County would put up 12.5% and
the Association would provide the rest. This would be available whether it is a
repair or replacement. A consulting engineer would be required. The cost might
be $80,000 for the Fall River Bridge.

There are 90 properties with about 35 homes at this time. Representatives of the
Association said they are very pleased with their interactions with the County up
to this point.
Discussion of a public hearing on Northwest Westwood Lane LID. It would cost
about $6,200 per lot and there are only six Targe parcels. There are 66% yes votes
for this.
Discussion of approval of a submission for a conditional use for a burn site. This
affects forty -acre parcels for a solid waste disposal site, but needs a text change
to confirm this. It was shown as EFU 32 rather than 320. (The group referred to a
map.)
The idea is to have all of those in central Bend take their stumps to this location
for burning. There will be a gate with a lock, with keys going to those who
actually have a stump removal business. The property is County -owned and
located off the road to Prineville. It meets all the requirements for a solid waste
site.
This material is not allowed at the demo site, even though it is closer.
Discussion of findings, conclusions and a final order for applications.
Discussion of the sale of county -owned real property through a Sheriff's sale, on
January 25. They will keep the sale open for three weeks following that date.
There is a possible problem with a couple of the properties. Those are in La Pine
Meadows North, and part of this is RSC, which was a drafting error ratified years
ago by the Board. Planning is not comfortable with this. The subdivision was
never completed, there is no water system, and the roads are not paved. It is an
uncompleted subdivision.

Some of the properties are not for sale, but a few are included on the list.
The County also owns a strip of property north of this, which is also on the list. It
is part of the same subdivision, but is not RSC. The County owns this problem,
and RSC means that someone might want to put in commercial buildings. The
option is that the County ends up just sitting on this property. The Board did
ratify this drafting error, but the properties can be pulled from the list for further
review.
There is already one of the lots that has a body & fender business on it, and
another that has the sign for the Dairy Queen.
Rick Isham said that the County can't necessarily attach conditions to the
properties at time of sale. It's not a particularly good section for septic systems.
It was decided that more study needed to happen, and that it could be offered for
sale later. There is concern about buyers coming to the County with problems.
They could sell the properties as a block. There are some residences in the area.
The Wickiup Junction commercial area is located to the west, and some private,
nonprofit interest groups are located in the area. Staff would like to see the
County have its act together before they are offered for sale. It has been a
problem since 1979.
Counsel said that they can at least arrange the zoning so that it follows the lot
lines as it should. The zoning will affect the value and sales price as well.
Discussion of request from the City of Bend for a short list of housing for the
regional strategy. This relates to Community Development Block Grant funding.
The City needs the County to sign off on the application. City staff gave an
overview of their planned projects.
Discussion of the selection of an agent of record for the employee benefits
program. Mr. Maier reviewed the three proposals, including one from the
County's existing agent. The recommendation is to stay with the current agent of
record. The current agent has been doing a good job and the rates are good.

Discussion of signature of a Mylar for River's Edge II Condominiums, Mt. Bachelor
Village, Stage A.
Discussion of MP -89-32 to create two parcels on Gerking Market Road at the
Innes Market Road intersection, for Judith Tracy.
Discussion of authorization for Commissioner Prante to serve on the Board of
Equalization as a citizen member in 1991.
Discussion of the new Redmond Rod & Gun Club lease, signage, berm and type of
building.
Discussion of the new Teen Center/Community Center bank documents.
