DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 10, 1990; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on December 10,
1990. Commissioners present were Lois Prante, Tom Troop and Dick Maudlin.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of the sale of County property on Cooley Road near Mountain View
Road. This action is needed to realign the road. Discussed was the transportation
plan and how this fits in. A map was referenced, and the future of Hunnell Road
was also part of the general conversation. It was agreed that more information is
needed.

Discussion of a loan to Redmond Wood Products. Mike Burton, Economic
Manager for COIC, was present and explained the request. The loan was
conditional on SBA and other loans, and this approval has been received.
He went into detail on the nature of the loans and how the County loan would
need to be structured to comply with SBA regulations.
There was a long discussion about the potential risk to the County. The bank
won't make the loan if the County doesn't make its loan. There is a lot of value in
equipment but the company indicated it will go out of business without this
funding. There is sufficient collateral to justify a loan, if the County wants to
support this business. The loans are also being backed by real property, but the
SBA is first in line.
Discussion of a public hearing concerning a surface mining application. There will
be a public hearing this week in regard to Harold Marken's application and appeal
for a zone change and plan amendment, to take forty acres now zoned EFU into
surface mining. The Hearings Officer had recommended denial. It would have
included adding it to the Goal 5 inventory and site plan review.
The site is adjacent to Knott Landfill and contains select material up to 400,000
cubic yards. There is no crushing or processing of any kind proposed, and
reclamation is proposed to meet DOGAMI standards.
The area to the east of the site is a developing area where conditional use permits
have been issued for non-farm, single family dwellings. Opponents raised the
usual concerns about noise, traffic, dust and other issues.
There was a lengthy discussion about the opponents' and owner's testimony
regarding the site. The applicant has demonstrated that the material is fairly
unique and not found in many other surface mining sites. The timing makes this
one more complicated than others.

Discussion of development procedures, Ordinance 90-007. Internal review has
been done, and staff has discussed this with the Friends of Central Oregon's
attorneys. The impetus for this new code is mostly due to changes implemented
by the 1989 legislature.
Discussion of public hearing on a special transportation grant funding request.
The process and needs of the community were discussed at length. There is a lot
of competition throughout the State for this funding. It is to specifically target
equipment such as buses. There is high demand through Dial -a -Ride, which is the
first priority.
It is unknown how much or whether the State will even provide funding. A lot of
the problems with transportation would be solved if there was a separate
transportation district formed.
Discussion of public hearing on Order 90-173, certifying assessments for Cinder
Butte LID. The hearing was set, and the estimates were done. No one has
objected to the cost.
Discussion of funding development agreements for off-site improvements.
Several people are doing site plans, partitions and other things that require
improvements of adjacent roads. The Eastmont Church on Neff Road is willing to
pay for sidewalks and curbs, and additional lighting. They want to pay for this
over time, especially since the improvements to the road will not be required or
done for a year or longer.
Another example is Ward Road and improvements by Mohawk Development.
The only authority the County has is for funded agreements of some sort. There
are exemptions, such as single family homes where each lot has a lien put on it.
After a lengthy discussion, it was decided that it was too complicated to receive
payments over time; and this also sets precedent for other property owners who
might want to do the same thing.

Discussion of Order 90-170, establishing the relocated Reed Avenue as a County
road. This is the road across from the Fred Meyer store.
Discussion of a warranty deed, and bargain and sale deed for a right of way on
Ward Road.
Discussion of conditional use for road improvements on Northwest 43rd Street
near Ice Avenue.
Discussion of Order No. 90-171, establishing Meyer Drive.
Discussion of COIC coordinator and support staff classifications. This has to do
with carrying out the work of the Rosie Baries campus. There was a length
conversation about who these individuals should report to.
Discussion regarding whether to permanently schedule the Board hearing room
for CDD office space, and reworking space for other departments. Conversation
occurred regarding reconfiguring the space for Administration, Personnel and
Legal Counsel.
Discussion of the possibility of having to cut back ten positions, mostly in
Community Development.
Discussion of an industrial lease for Maintenance and Machine Erectors Company
on Mt. Parkway in Redmond. It is $100 a month for the two acres.
Discussion of the County's seat belt policy.
Discussion of the appointment of Mark Henry to the Deschutes County Library
Board.
Discussion of a minor partition, MP -90-3, creating two parcels of twenty -plus
acres in the EFU 20 zone off Highway 20.
Tax refund order 90-173.

Discussion of monthly contract voucher for reimbursement of the Children's Trust
Fund. It was suggested that the Board give this blanket approval, since the bill
comes every month.
Mr. (sham said they are still in negotiations with Central Oregon District Hospital
on mental commitment bills. There is a notice of claim for a June 1990
commitment, but it could not be paid that fiscal year. He is trying to set up a
meeting to get this resolved.
Discussion regarding improvements at the Courthouse due to a flooding problem
in the building.
Discussion regarding remodeling the current Commissioners' offices to add one
more office.
