DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 3, 1990; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on December 3, 1990.
Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in
attendance were Rick !sham, County Counsel; County Administrator Mike Maier;
and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Announcement that George Read, Planning Director, was selected as Vice Chair of
the County Planning Association.
Discussion of the sale of County -owned property, located on Cooley Road.
Involved in the discussion were attorney Bruce White, and Charlie and Sally
Brown, purchasers. Mr. White went over the terms of the earnest money
agreement. There was a lengthy discussion about what was to be provided by the
County regarding easements, liens and so on.

More information will be gathered, and the Board will meet again on it in another
week.
Discussion of authorization for Public Works to survey County -owned land located
west of 27th Street, to transfer to the school district. This property is situated
across the road from Public Works, and some adjustments need to be made since
this is all part of one tax lot. They also will need to file the lot line adjustment
documents.
Discussion of approval of a contract with Special Road District #1, along Spring
River Road, regarding snow plowing.
Discussion of Order No. 90-169, authorizing the inspection of Fall River Bridge.
There was a lengthy conversation about this bridge being inferior, and that it
should have never been approved along with the subdivision. Staff
recommended doing an inspection, and coming back with its findings to the
Board. There are grant funds available, but these would need to be applied for
by the County.
It was decided that it would be best to get representatives of the homeowners'
association in for a meeting to understand the scope and possible ramifications of
this project.
Discussion of a public hearing for a review of the bicycle master plan. It was
pointed out that the group did an impressive job.
Discussion of an ordinance amending the comprehensive plan for the Bend
Parkway project.

Discussion of clarification of a fee waiver for the Four Rivers Vector Control
District. This would be for building permit fees for their facility located south of
Sunriver. A neighbor has complained about pesticides being stored in the area.
The application will be taken to a hearing.
The Board supports waiving the fees for site plan review, in view of the fact that
there is talk about consolidating the three districts. This is somewhat
controversial, and the use may not be permitted in the zone even though it is
already there.
Discussion of the appointment of Robert Frisby to the Planning Commission for
the Tumalo area.
Discussion of findings, conclusions and the final order for TP -90-732, a replat of a
portion of Sunriver.
Discussion of a public hearing on Order No. 90-141, a deed exchanging real
property on 23rd Street in Redmond. This is a three -party exchange for Redmond
property for properties south of Sunriver that border on the river. It is part of the
effort to pick up potential problem properties along the river, which are
predominately wetlands.
The idea is for the County to hold these lands into perpetuity. However, they will
be set up so that if at some time in the future, if they are considered buildable,
they can be sold. They are being catalogued for reasons of maintenance and
other factors. They essentially will be considered park type properties.
Discussion of approval of financing documents for closing of the Youth Center
escrow.
Discussion of acceptance of a dedication of a deed for Deschutes County
property. This is a housekeeping matter carried over from 1976.

Discussion of a possible firearms policy. This item was delayed until next week
when certain people are able to attend.
Discussion of a minor partition, MP -90-67 for Don Seeley, regarding property on
Boyd Acres Road.
Discusison of a development agreement for the Cooleys, for a shop in the La Pine
Industrial Park.
Discussion of a major partition, MJP-4-90 on Purcell Boulevard, for Paul Davis.
The city has signed off already.
Discusison of a declaration of dedication for thirty feet of right of way on County
property along Teal Road.
Discussion of development agreement with Stoneridge, Inc. for Stoneridge
Condominiums in Sunriver.
Discussion of liquor license application for the Tumalo Emporium.
Discusison of the acceptance of a declaration of dedication for ten feet of land for
Dayton Road.
Discussion of a resolution authorizing the purchase of a computer and associated
equipment.
Discussion of people checking books out of the library and not returning them, or
paying the associated fine.
Discussion of the possible donation of land from Central Oregon Parks (located at
Cline Falls). This is a complex process, but eventually the County may have the
whole area in County ownership. There is a group that wants to go out and clean
up the property.
Discussion of the latest census population numbers.
