DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
January 30, 1989; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on January 30, 1989.
Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in
attendance were Rick Isham, County Counsel; County Administrator Mike Maier;
and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing regarding ordinances on manufactured housing
criteria, later this week.
Discussion of access management policies regarding the Highway 97 corridor, and
a study done by Public Works. This is a result of increasing traffic volumes. It sets
forth the number of signalized intersections, primarily in the north part of town
where there are shopping centers; and the south side concerning the Division
Street extension.

There are nine signalized intersections named, and a hierarchy of other factors to
control access, to avoid direct access to Highway 97 unless there are no other
feasible options. This is following policies that have been used by traffic planners
for decades. There is about an eight -mile strip along Highway 97 with commercial
uses. This is creating congestion and lowering capacity.
They have talked with State Highway people and hope they are going to sign off
on this policy as well. (There was a long discussion about the City of Bend's
policies, and how to implement these changes.)
Discussion of County involvement in leasing properties.
Discussion of an amendment to the Oregon Community Development block grant
that was previously discussed.
Discussion of the fence encroachment issue on Eagle Road was postponed, but it
is time to take this up.
Discussion of a renewal of a personal services contract with Central Oregon
Planes.
Discussion of an appointment to the Special Transportation Board Advisory
Committee.
Discussion of two reappointments to the Historic Landmarks Commission.
Discussion of an appointment to the Board of Equalization.
Discussion the approval of a minor partition regarding the Welcome Center
project.
An executive session will be conducted on February 1. to consider a litigation
issue.
Discussion of a meeting on February 1 with 9-1-1 Services.

Discussion of off-track betting haulers by Mr. McGee. He feels this is a
community issue, not just those who are concerned about racetracks or gambling.
Through default, the City of Bend is going to have this established by the fall since
there are no local laws against this.
He is not sure this is a positive, but there is a real potential of a negative impact
on the community. He would like to see some questions answered before the
County would allow this kind of operation to come into the County.
This flies in the face of those who have tried to bring in visitors and attract new
businesses. It does not meet the image they are trying to show. He has talked to
a lot of groups, and most people seem to feel the same way. He would like to see
this subject to some kind of hearing or public input. It is too important to let just
a few people make this type of decision.
Another citizen said that the citizens of the State have passed the lottery. She
doesn't like that fact, or the possibility of off-track betting, but if it is to be
considered at all, it should be through a public process. The first citizen agreed
with this.
An additional citizen is concerned about it just being one small, well-run betting
parlor. He thinks this just opens a door that might be hard to dose later on. (He
went on about the quality of life here, and said that he does not see any
redeeming value in gambling.)
There was a lengthy discussion about the subject at this time, including whether
the State lottery is doing what it was promised to do. It was pointed out that
people who want to buy a lottery ticket will find a way to do this, since other
states sell them.
Mr. Maudlin said that the State has more power over this than the cities or
counties, so it could be that the County has little or no power over off-track
betting in the area. County Counsel will look into this further to see if the County
can make policy in this regard. The cities would also have to concur, and that is
likely where the activities would take place anyway.
