DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
February 6, 1989; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on February 6, 1989.
Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in
attendance were Rick Isham, County Counsel; County Administrator Mike Maier;
and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of Rocking Horse Road businesses and whether they are a violation of
comprehensive plan. They could insist that the three buildings be removed, but
then there would be bare land that is worth nothing because it is behind the
power substation, and bounded by a reservoir. Mr. Maudlin said they could say
they are in violation, or the County can go against its own rules.

Staff said that the buildings would not have to be removed but cannot be used for
commercial purposes. Previously the buildings used for rabbit raising and
processing. This is an agricultural use and allowable.
A zone change and plan amendment would take time and money. A rural service
center is not allowable either. The Deschutes River Woods Store went through
this process a few years ago, and it was controversial.
Mr. Throop would like to see a list of potential uses under agricultural zoning, and
look at the alternatives. It is a rural residential zone. Farm uses are allowed
outright there.
There was a question as to why it was zoned residential anyway, when there is a
highway, railroad tracks and a power substation. The County did approve the
buildings for a narrow use. The local community has no problem with the uses
there. (This conversation continued for some time.)
It was pointed out when there was an opportunity to expand business usage at
Deschutes Junciton, to expand the rural service center there, both cities were
against it.
The Board suggested the County sit down with the property owners in somewhat
of a pre -application conference to find out what they want to do, and what the
County is able to do.
Discussion of the La Pine Industrial Park. Mr. Throop has been working with
various parties, and they are sold out except for a couple of large parcels. They
are working to replat this land and make some new parcels available later this
year. The private sector people in La Pine want to make sure the County is in
cinque with them. (There was a long discussion about replatting this land and the
demand.)
A group has formed and is working under the local Chamber of Commerce. They
are called the Light Industrial Committee. There was a long discussion about the
existing leases and how this group might have done some things differently.

Some of the existing businesses are not doing as well as was hoped. Some may
not renew their leases. The La Pine group indicated they wanted to have more
say on the leases and the uses. They also want full information available in the
local Chamber office for anyone who might ask about industrial land.
In some cases, there are people living on the land in campers. Planning needs to
draw up stricter criteria for the use of the land. Some people are not interested
once they view the parcels and see all the junk there. There are too many wood
products related industries.
The group will meet the first Monday in March to talk about potential land uses,
leases, and how to bring power into the area.
Discussion of a herbicide applicator and the cost of purchase for Public Works.
This will make their work go faster so they can cover more area. Ms. Prante said
that the Extension Service people have complained that the weed issue is out of
control, so they will be pleased know more can be done.
There was a long discussion about the role of the weed advisory committee, and
how to get the general public aware of the overall problem. Other agencies, such
as the BLM, USFS and the irrigation districts, need to do their part as well to
educate their customers.
Discussion of a development agreement with Avion Water Company.
Reappointment of Dolores Mills to the Transportation Advisory Committee.
Signature of a conservation easement with Larry and Rachel Baker.
Discussion of the Sweetgrass Transmission purchase.
Discussion of a request to expand the La Pine Sewer District, to include other
parts of La Pine and Wickiup Junction, and the La Pine Industrial Park.
