DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
February 13, 1989; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on February 13, 1989.
Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in
attendance were Rick (sham, County Counsel; County Administrator Mike Maier;
and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of hospital security for emergency hold patients. Mr. Throop wanted
to walk through the process and discuss potential problems. The County is not
paying extra for emergency holds beyond what is budgeted. It is illegal for St.
Charles to place unruly types in the County jail. St. Charles has requested that on
that rare occasion, whether it would be possible for the Sheriff's Office provide a
little oversight at the hospital.

There are one or two of these occasions each month. Only one room can be used
for a hold room. A hold could be for three to seven days, and that is more than a
little oversight. Perhaps the City can share the responsibility, although it falls on
the County.
Ms. Prante asked if some kind of security could be hired at a less expensive rate.
She also asked if the security could be available just when the person is being
served food or medication, rather than full time; perhaps every few hours. There
was a discussion that the person's problem might escalate at any time, so it is not
that predictable.
There was a lengthy discussion about monitoring the situation to see if there truly
is a problem. This situation came up perhaps six times last year, although there is
no way to anticipate when this might occur. These medical holds can be very
expensive. There was a long conversation about the entire hearing process from
the time of intake to conclusion.
Kim Ward, owner of Crown Villa RV Park, voiced concerns about the 7% transient
room tax, and why this is not collected from State Parks within the County. The
law applies to private owners but they have the same customers and there should
be the same justification for collecting it. This results in an unfair application of
the law, and putting private industry at a greater disadvantage. It is confusing for
the tourists as well. This is also a loss of revenue to the County.
The Commissioners explained that they would like to see that revenue also, but
were not successful raising this issue. Mr. Isham said that some counties have
asked for this, but the Attorney General decided that the counties cannot impose
taxes on another governmental entity. This is a legislative matter that has to be
addressed at the State level. Attempts have been made all the way back to 1981
to make this more equitable. Mr. Ward feels that all counties should join
together, since they have enough clout to make something happen.
Mr. Throop said he would introduce this to AOC and see where it goes.

Discussion of the Student Attention Initiative, which has developed concept
documents for consideration. The programs relate to drug and alcohol education,
and training teachers and other school staff in this regard. The program has not
changed from last year.
Discussion of a vocational education program for students. This is mostly for at -
risk students, but more funding has been sought to expand this program.
Discussion of the Teen Parent Program, and having it be expanded in the public
schools.
Discussion of the vision program, and expanding this into the schools. It has been
fully funded by the JSC in the past.
Discussion of a Resolution No. 89-012, the Meadow Lane and Dyke Road LID. It
was decided that the hearing should be held in the La Pine area.
Ms. Prante indicated that there seems to be a series of LIDs waiting in the wings.
Staff responded that some of them fall by the wayside due to not enough
participation. It would be less expensive for all of them if some of the work could
be done around the same time. They can't keep delaying some while waiting for
others to come together.
Discussion of the vacation of an alley in the Laidlaw area, in Tumalo. It is next to
the highway near the Emporium, and doesn't serve any properties. BLM will try
to do more enforcement because the area has become a dumping ground for
some people.
Discussion of authorizing a lease -purchase of an excavator for the Public Works
Department.
Discussion of appointments to the Extension/4-H District.

Discussion of a recommendation by the City of Bend for using funds earmarked
for recycling purposes. The Public Works Advisory Committee has been trying to
reach a consensus on this issue.
A lengthy discussion of a population estimate challenge, by George Read of
Community Development. This primarily involves sending a letter to the State.
He feels that the Portland State University count is off by almost 11,000 people.
The Board was supportive.
Discussion of appointments to the Extension/4-H District.
Discussion of an Order refunding taxes.
Discussion of recommendation by the EAP Committee regarding certain
amendments.
Discussion of Order 89-008, sale of County -owned properties. Mr. Isham said
they have revamped their method of sale. They will have in excess of 1,000
properties in foreclosure. Many of these are small properties that are not very
valuable. The notice of sale would allow a continuous sale until a decision is
made to close it. Bids will be opened at a specific time each Tuesday. The
County would pay a 5% commission to any license real estate agent who brings in
an offer.
There is one big piece of property that it is hoped will sell, parcel 26, Cascades
Estates Subdivision near Cline Falls, for $334,000. The County will publish a
display ad to get more attention. The Board wants to see these properties put
back on the tax rolls.
A lengthy discussion of the Forest Practices Act and the need for oversight of
cutting activities in the forest.
Discussion of a potential -recreation oriented operation on 1,600 acres off Century
Drive. This property is located across the road from Sunrise Village.
