A meeting of the Board of County Commissioners was held on March 26, 1990. Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of intergovernmental agreements between 9-1-1 and Lake, Crook and Jefferson counties. Lake County will handle 9-1-1 calls for the Millican, Brothers and Hampton areas. All they have there is a radio -telephone type service that rings into Lakeview. Those calls will be transferred to Deschutes County, which will serve the area. There will be no cost to do this. Regarding Jefferson County, Deschutes County answers about 7% of the calls. Jefferson County will reimburse for that service, which will be about $3,000 a year. This is mostly the Camp Sherman area. Discussion of a public hearing on Order 90-020, vacating a portion of Evergreen Avenue in Redmond. All the paperwork is ready, and no one has voiced any objections. The City is requesting this. Discussion of amendments to the 1989-91 intergovernmental agreement with the State for Health Services. Discussion of Order No. 90-039, transferring certain monies from the land sales fund. Discussion of a personal services contract with the Wyatt Company for actuarial and insurance purposes. Discussion of a contract with Gibbons for bonding unemployment compensation benefits. This will result in a cost reduction. Discussion regarding funding from the land sales fund. This balances the budget for the current fiscal year. There should be some cash carryover. Discussion of the old State office building on Studio Road and whether the County would be interested in buying it. Also, a discussion of the building directly behind the Mental Health Building at 4th and Greenwood. It was deeded to the Oregon Community Foundation by the owner. There was a lengthy discussion regarding whether the County should look at any of these. The new owners want $47,000 for the property off 4th and Greenwood. Regarding the Studio Road building, it could be acquired free and clear for exchanged properties. The developer wants to acquire a property that can be marketed or developed. The building does have some problems and needs a full environmental audit. The developer has a complete list of County properties to review. It is a big building, about 28,000 square feet. There is a lot of parking at the Studio Road building, but some departments do not want to be that far from the courthouse. They should pursue the one off Greenwood because of its location to other services. Staff will make contact and keep the Board advised. Discussion of a renewal of the Redmond Rod & Gun Club lease. A number of members joined the meeting at this time. They voiced concerns regarding the type of lease. There is no lease at this time. There are safety and insurance concerns. Their insurance is through the National Rifle Association, for $500,000. There was an inspection done regarding a clubhouse, lighting, storage shed and other factors. The Club has existed since the early 1900's, and obtained the parcel in 1974. They had to move due to the airport expansion. They had moved in a single -wide mobile home, had a well dug and roads improved. Ms. Prante asked what they need to do so that the property and use are in compliance. Staff indicated there are a few electrical violations that need to be addressed first, and a possible violation regarding a woodstove. (A long discussion took place regarding what things need to be addressed and a timeframe for doing so). There was a lengthy conversation about what types of weapons are being fired there and if the area is safe enough for this to take place. The County will meet with the group and inspect the property to see what can be done to make its use as safe as possible. Discussion of return of real property to Leonard Fisher, who has paid back taxes. Discussion of a minor partition. Discussion of signature of development agreement for Bend Investment Group. Discussion of MP -89-41, minor partition and declaration of dedication for the same property. Liquor application for Alpine Foods in La Pine. Request from Robert Lovlien for a hearing regarding the dismissal of an appeal on the grounds of insufficient required information. This is on the Hearings Officer's decision on a piece of property where there was an agreement for less than a 100 foot setback from the river. This was protested and a request made for the Board to hear this. Mr. Isham said that a transcript is supposed to be provided but it wasn't at this time. Mr. Lovlien is saying that the transcript does not have to be a part of the notice of appeal. He said that the reason for the delay was that he did not get information from County Planning in a timely manner. Mr. Read feels that the request for an appeal came in much later than it should have regardless of when the information was provided. This will be discussed later in the week, when the Board decides whether they should hear this appeal. Discussion of tax refund Order. Discussion of a request to close off a road for a wedding ceremony at the Tetherow house. It is a dead-end road. The Board was supportive. One of the roads does not go all the way through and some people want it to. Discussion of a letter supporting the proposed dog Ordinance. Discussion of a letter from someone who lives near Smith Rock Park regarding traffic concerns. Discussion of the tree planting ceremony at the Park.
