DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on March 28, 1988.
Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also
present were Rick Isham, County Counsel; County Administrator Mike Maier; and
other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of purchase of two tow sanders, which are currently on a rent -to -own
basis. Staff gave an overview of the results of trying this equipment, and
recommends that they be purchased for 90% of the rental amount.
Possible annexation of Reed Road in La Pine from the BLM, into the County
system. BLM plans to abandon this part of the road. This is one of the roads that
leads into the industrial park. (There was a lengthy discussion about future road
improvements and paving, and signage.)

Lengthy discussion about the required process to change road names within the
County, if some are confusing because they are nearly identical or similar.
Discussion of a proposed local improvement district. Staff wants to know how the
County plans to resume accepting LID's, and under what conditions. These have
not been done for a while because the County could not recover administrative
costs, but County Counsel has been able to change this situation. There would be
some basis regarding the value of the properties, and the degree of support in the
community.
There are five active LID's now, with two that are prepared to go forward. One is
in Deschutes River Woods and another is Meadow Lane and Dyke Road in La Pine.
The required documentation has been submitted. There is a third at 73' Street
near Redmond that is not going forward due to lack of support. Unit 6 in
Deschutes Recreation Homesites would like to convert from a road district to an
LID. River Forest Acres Special Road District wants to find out how to form an LID
so they can disband the Road District.
There was a lengthy discussion about the areas that are ready to go, and further
conversation regarding whether to begin accepting LID's again. The Board will
meet again in a week to discuss this issue further.
Discussion of firearms. An auctioneer asked the Sheriff's Office what they do with
firearms that they take into evidence that are not going to be returned. It may be
appropriate to auction off rifles and shotguns. Handguns would need to be sold
to a licensed dealer. Staff asked the Board what they think about this. The
Commissioners said it would be appropriate to sell the rifles and shotguns, but
feel the handguns need to be broken down and/or melted and disposed of in that
manner.

Discussion of an order dealing with the funds received through search and seizure
and drug enforcement agencies, and how to distribute those funds.
Discussion of appointment of Miley Stevens to the Mental Health Advisory Board.
Resolution No. 88-019, proclaiming the week of April 17 through 23 as Victims'
Rights Week. D.A. Mike Dugan said that the cities will have this on their meeting
agendas as well.
Discussion of signature of Ordinance No. 88-009, revising PL -15 and provisions
regarding legal lots and parcels of record. Mr. (sham said this was discussed by
the Board last month, and gave an overview of the item. The Board is in
agreement on the verbiage.
Signature of final Mylar for Awbrey Butte Homesites, Phase 5, from the City of
Bend.
Liquor license renewal for The Village Bar & Grill.
Discussion of out of state travel for Support Enforcement. They are coming in
under budget and doing an outstanding job, so this is appropriate.
Proposal for the purchase a copy machine for the Library. This is already
budgeted. It would be a coin-operated type of machine for customers to make
copies.
Request for out-of-state travel for Ruth Jenkin in Corrections, for a conference in
Los Angeles. She will drive her own vehicle. There is a $300 grant that will go
towards the cost of the conference, meals and lodging.
Discussion regarding catching up on department head evaluations. The Board
wants to get them all done within the next four weeks.
Lengthy discussion of vector control services, including the areas served, concerns
about the chemicals used, and associated activities. Questions have been raised
by some citizens in the Sunriver area and south of there.
