A meeting of the Board of County Commissioners was held on May 24, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff. Also present were Dennis Mahoney, Ernie Mazarol, Sue Hollern, Terry Ramsdorf and others. Overview of the issues, individual action items, Juvenile Justice; equity and loss, and policy. There was a discussion about the overview and community action plan for addressing the needs of children. State and local cooperation are critical, but it needs to start at the community level. This is where the best and most productive work would happen. Transcription of Audio Recording of a Committee Meeting, May 24, 1988 Page 1 of 2 There need to be action items that can be addressed. The strategies will be bound with the community action plan. They hope to show the Governor that they have certain things covered locally, but need help with other things. The emphasis is that it would be community based. Addressed were the Central Oregon Youth Conservation Corp, Juvenile Referee, block grants, COICC and other programs that require some State funding. The Children's Network has been the catalyst for youth -related actions and programs. They have not had a Children's Agenda for very long, but have some good momentum. They are working on a strategy to move forward. School finance and the juvenile services commission program are not addressed specifically, although this group is very supportive. The coalition includes eleven agencies, which was started by four agencies including the JSC. There is a major financing problem for the local schools, but this is not included with the original Children's Agenda. It was felt that this should be added to the overall program. Each of the program participants then explained the work that their individual groups have been doing, and how it ties into the other facets. The group will refine the language of the plan and meet again to review it.
