A meeting of the Board of County Commissioners was held on October 10, 1988. Commissioners present were Lois Prante, Dick Maudlin and Tom Throop. Also present were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of the Bridge Drive plan approval. Revision of the agreement with the State Health Division, to correct how some figures were determined. Discussion of rezoning within the La Pine Industrial area. The original land is now gone and they need to look at expansion efforts for the additional 28 acres. This will require additional conversations. (A long discussion then began, to be continued at a later date.) Public Hearing tomorrow on the Phelps conditional use permit, the mobile home park at Smith Rock. Minor partition for the Patricks, 23.6 acres north of Terrebonne. A minor partition in the Tollgate Subdivision, for the Tollgate Water Company. A minor partition for Darryl Ferguson on a 1.66 acre parcel in the Terrebonne Rural Service Center area — the Terrebonne store and tavern. Appointments to the Deschutes County Bicycle Advisory Committee. It has been restructured from the Bend Urban Area Bicycle Committee to encompass the entire County. (There was a discussion of the applicants.) Loan acceptance of a Department of Energy loan program grant. This is the largest grant to a County. There was a lengthy discussion of the specific projects that will use this funding. Much of the savings results will be very long-term. Presentation of plaques for ten-, fifteen and twenty-year employees rather than simple pins. The County can make the plaques for a minimal amount of money. Susan Mayea said they might cost $5 each. They will continue to use the pins for five-year anniversaries. Discussion of bids for the warehouse remodeling project. Bids are well within the amount budgeted. There would be a separate entrance for the Watermaster's Office. Public hearing tomorrow night on the surface mining sites, as identified as having useable material in them. Testimony will be on what is in the sites, and they will take testimony from the public if it is relevant. Oscar Bratton spoke about a new ordinance that would require companies that deal with deeds and transfers of property to add the tax lot number to the documents. This will make identification of the properties easier for his office. The funds for this are not in the current budget. The Board will take this under advisement, along with potentially increasing certain fees to cover the additional cost of personnel. Discussion of the duties of the Deputy Assessor and how to properly reimburse for these duties. Discussion of the Board's desire for these types of personnel and budgeting issues being brought up sooner or more consistently to the Board, before they become urgent. Discussion of general publications and which of those would be purchased with County funds. Discussion of a call from Barry Slaughter of Arnold Irrigation District in Deschutes River Woods, and a request for a waiver of a permit fee for a partition. The cost is $295. The Board was not supportive unless the County could gain something in return. There are some entities where the County and the entity have agreed to not charge each other for various services, but irrigation districts are not a part of that at this time. Counsel will review and come back with a recommendation. Discussion of a letter from Robert Curry regarding problems with Cascade Disposal. Discussion of a letter from CORHA regarding the additional one cent dedicated tax. Mr. Maier is addressing this prior to the election. There are two major factors: the bid on the building and the cost of the bond market. Discussion of a letter to Carlson regarding Equestrian Meadows and the mobile home. This application will go to a public hearing, even though this has to do with CCR's that the County does not enforce. They could apply for a plan amendment as well, but it is a lengthy process with an uncertain outcome. Mr. Isham said he needs two Board members to convene on October 22 to take numerous actions related to the Welcome Center project. Transcription of Audio Recording of a Work Session, October 10, 1988 Page 3 of 4 Upcoming hearing of the State Marine Board on the five -mile -an -hour, no -wake policy on the Deschutes between Bend and Wickiup Reservoir. Various groups studied this, and the problem is that going faster than that in some boats can create a great deal of damage. The Board would like to support the five -mile -an - hour position. Request from Public Works to reject all bids on the cinder crushing, hauling and stockpiling RFP. They came in much higher than anticipated. Negotiations are occurring with ODOT in the hope that the County can piggy -back on their contracts with crushing crews. Otherwise, the County will need to go out for bids again. Discussion of the establishment of a new class and pay range for a property address coordinator position. This has been budgeted, and the cost would be about $21,000. (Staff went into great detail about how they came up with the details of the position and the reasons why it is necessary.)
