BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Setting a Temporary Speed Limit of
25 miles Per Hour on Cascade Lakes
Highway from MP 26.14 to MP 27.28.
ORDER NO. 2017-017
WHEREAS, the U.S. Department of Transportation, Federal Highway Administration (FHWA)
is replacing the bridge located on the Cascade Lakes Highway at MP 26.57 (Fall Creek) with a 65 foot
span concrete bridge ; and
WHEREAS, the United States Department Agriculture, Forest Service (USFS) is replacing the
culvert located on the Cascade Lakes Highway at MP 26.85 (Goose Creek) with a 20 foot span
precast concrete arch ; and
WHEREAS, the construction of these bridges will require the installation of temporary
diversion roads around both bridge construction sites to allow traffic to be able continue use of
Cascade Lakes Highway; and
WHEREAS, the design constraints for the temporary diversion roads require a design speed of
25 mph to allow the traveling public to safely drive through the project area; and
WHEREAS, the Deschutes County Road Department, pursuant to the provisions of ORS
810.180(8), has determined that the construction of the bridges at the Fall Creek and Goose Creek on
Cascade Lakes Highway has altered the character of the roadway to the extent that a speed lower
than the statutory speed is necessary; and
WHEREAS, based upon said engineering determination of danger to the public, the County
Engineer has found that when the speed designated in ORS 811.105 or ORS 811.111 or by
permanent written order is greater than the speeds designated below, a temporary speed reduction to
lessen the risk to the public is desirable; now, therefore
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
HEREBY ORDERS as follows:
Section 1. That the designated speed for the following section of roadway be as follows:
Road Name: Cascade Lakes Highway
Project Name: Fall Creek Bridge Replacement and Goose Creek Culvert Replacement
Designated Speed: 25 miles per hour

Section 2. That the USFS and FHWA shall install appropriate signs giving notice of the
designated speed per ORS 810.180, Subsection 8(d).
Section 3. That the signs installed pursuant to this order comply with the provisions of ORS
810.210 and 810.220.
Section 4 That this speed zone will be in effect upon signature of the Board of County
Commissioners and will terminate upon final completion of both projects
Section 6. That this Order shall be recorded with the Deschutes County Clerk, and copies
shall be filed with the Deschutes County Surveyor and County Assessor.

Dear Sir,
I'm requesting a temporary reduction in the regulatory speed limit for the Fall Creek Bridge
Replacement Project on the Cascades Lakes Highway (M.P. 26.57), The duration of the Project
will be approximately July 1, 2017 to November 1, 2017. Also, the Deschutes National Forest
has the Goose Creek Culvert Replacement Project on the Cascade Lakes Highway (M.P. 26.85)
under construction at the same time frame.
This request will enhance the safety of the construction workers, the motoring public and visitors
of the nearby trailhead, I'm proposing the speed limit be reduced from 55 MPH to 25 MPH
through the construction zone, including both Projects and to be in effect as soon as possible and
extend through the completion of both Projects. The proposed regulatory speed reduction is
from MP 26.14 to MP 27.28 of the Cascades Lakes Highway (County Road 46).
The contractors for both Projects will be providing traffic control per the approved Traffic
Control Plans and in compliance with the MUTCD.

As you are aware, the Goose Creek Culvert Replacement project on County Road 46 (Cascade
Lakes Highway) has been awarded and work is anticipated to begin this summer. The work is
located at the Goose Creek crossing, T 18S, R 8E, Sec 11 at approximate Mile Post 26.85 of
County Road 46. The goal of this project to enhance fish passage by replacing the existing
undersized metal culvert with a new precast arch culvert. As you are also aware, The Federal
Highway administration will be constructing a new bridge at the Fall Creek location, which is
adjacent to the Goose Creek project.
In conjunction with the Federal Highway Administration's speed limit reduction request, I'd like
to request a temporary reduction in the regulatory speed limit through the construction zone for
Goose Creek and support the FHWA request for the speed limit reduction for the Fall Creek
project. The speed limit is proposed to be reduced from 55 mph to 25 mph through the
construction zone, including both projects and shall be in effect as soon as possible and extend
through the completion of both projects. The reduced speed limit will occur from MP 26.14 to
MP 27.28 of County Road 46.
The contractors for both projects will be providing traffic control per approved Traffic Control
Plans. All work will be compliant with MUTCD standards.

BACKGROUND AND POLICY IMPLICATIONS:
There will be two bridge projects occurring on Cascade Lakes Highway this summer. One is
the replacement of the bridge at Fall Creek by the Federal Highway Administration (FHWA)
and the other is the replacement of the culvert at Goose Creek by the Forest Service (USFS)
(see attached map). Both of the projects will utilize bypass roads to allow the traveling public
to safely drive through the project area during construction. The Road Department received a
written request from both the FHWA and USFS to install a temporary construction speed limit
of 25 mph through the project boundaries to protect both the construction crews and the
traveling public during the duration of the projects. The Deschutes County Road Department,
pursuant to the provisions of ORS 810.180(8) has determined that these construction projects
have altered the character of the roadway to the extent that a speed lower than the statutory
speed is necessary. Per ORS 810.180(8), A road authority may establish by Ordinance or
Order a temporary designated speed for highways that is lower than the statutory speed. After
review of the plans and conversations with engineers from both agencies, it was decided to
have a construction speed zone of 25 mph established by Order of the BOCC during
construction. This temporary speed zone will be in effect until the final completion of both
projects.
FISCAL IMPLICATIONS: None - All sign installation will be the responsibility of the USFS and
the FHWA.
