To Establish Solid Waste Disposal Fee

WHEREAS, the Board of County Commissioners has determined that the public interest is
served by waiving solid waste disposal fees, to a limited dollar amount, for certain organizations
within Deschutes County, and
WHEREAS, the Board has established a policy, through Resolution 2001-038, for the waiver
of such fees, and
WHEREAS, the Board has determined that Resolution 2001-038 will continue in full force and
effect with the following exceptions, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. The maximum aggregate amount of fee waivers authorized each year shall be forty thousand
dollars ($40,000). The maximum individual amount of fee waiver authorized each year shall be five thousand
dollars ($5,000)
Section 1. Exhibit "A", attached hereto and made a part hereof, constitutes a list of
organizations to receive solid waste disposal fee waivers, and the maximum dollar amount of such fee
waivers to be credited to their account by the Solid Waste Department for Fiscal Year 2017-2018.

In addition to the fee waiver program for non-profit groups in the business of reselling used goods, the
Board has authorized me to grant fee waivers on a limited basis. These fee waivers are for group clean-
up of public lands, neighborhood clean-ups of disabled or needy persons property, and waivers for
persons under code enforcement actions as a means to obtain voluntary compliance with ordinance.
In the period July1, 2016 through June 12, 2017 I have authorized 18 fee waivers for a a total of $4,450
for such efforts.
Also, we have a policy of waiving fees for waste generated by County Departments. During the same
time period, the following department s have received fee waivers.

BACKGROUND AND POLICY IMPLICATIONS:
The Board of County Commissioners has adopted a policy establishing a solid waste disposal
fee waiver program for qualified non-profit organizations that are in the business of reselling
used goods (thrift stores). These organizations benefit the community in general as well as
assist the County in meeting its waste diversion goals and extending the life of the landfill. The
policy provides for a maximum amount of waivers per individual organization of $5,000 as well
as a maximum total amount of waivers for all participating organizations combined of $40,000.
A total of $37,000 in disposal fees will be waived for 11 participating organizations in FY 2017-
18. Fee waiver amounts are allocated based on the amount requested by the thrift store, past
disposal history, and limits established in the policy. I have attached a spreadsheet showing
current waiver amounts, amounts used through May, amounts requested and proposed
amounts to be granted.
In addition to this program, the Board has given the Director of Solid Waste the authority to
waive fees for individuals or groups that wish to engage in clean-up projects or other beneficial
activities that generate waste. I have attached a memo showing those amounts waived to date
in the current fiscal year
FISCAL IMPLICATIONS: The fee waivers represent lost revenue. The actual amount of fees
waived is typically less than the total authorized.
