Commissioner Anthony DeBone was absent. Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive Secretary. No representatives of the media were in attendance. CALL TO ORDER: Chair Baney called the meeting to order at 10:00 a.m. PLEDGE OF ALLEGIANCE CITIZEN INPUT: None was offered. Before the Board was Consideration of Board Signature of Document No. 2017-265, 2017 Fund Exchange Agreement No. 32124 Addressing ODOT's and Deschutes County's Responsibilities Concerning the Exchange of Surface Transportation Program (STP) Funds for State Funds. Minutes of Board of Commissioners' Business Meeting May 10, 2017 Page 2 of 4 George Kolb and Cody Smith, County Engineers were present reviewing the fund exchange agreement which allows Deschutes County funds to be exchanged for projects at 94 cents on the dollar. HENDERSON: Move approval. BANEY: Second. VOTE: HENDERSON: Yes. DEBONE: Absent BANEY: Chair votes yes. Motion Carried CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT 12. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District, in the Amount of $414,868.63 HENDERSON: Move approval, subject to review BANEY: Second VOTE: HENDERSON: Yes DEBONE: Absent BANEY: Chair votes yes. Motion carried CONVENED AS THE GOVERNING BODY OF THE EXTENSION/4-H COUNTY SERVICE DISTRICT 13. Consideration of Approval of Weekly Accounts Payable Vouchers for the Extension/4-H County Service District: None were offered. RECONVENED AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS 14. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County, in the Amount of $1,179746.80 HENDERSON: Move approval, subject to review BANEY: Second Minutes of Board of Commissioners' Business Meeting May 10, 2017 Page 3 of 4 VOTE: HENDERSON: Yes DEBONE: Absent BANEY: Chair votes yes. Motion carried OTHER ITEMS: • County Administrator Anderson presented for consideration a request for a letter of support for House Bill 2027 in reference to a southern crossing over the Deschutes River Bridge for access for recreational amenities allowing for safe passage. According to the Bend Parks & Recreation District there is no specific location identified as of yet but the letter would extend support of a bridge south of Bend. Commissioner Baney expressed concern of eminent domain and the uncertainty of the logistics of this project. Commissioner Baney noted her support of the concept but not if requiring acquiring private property. Commissioner Henderson also expressed the need for further information on the project before expressing support.
