WEDNESDAY, MAY 10, 2017
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, and Phil Henderson. Commissioner Anthony
DeBone was absent. Also present were Tom Anderson, County Administrator; Erik Kropp,
Deputy County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive
Secretary. No representatives of the media were in attendance.
CALL TO ORDER: Chair Baney called the meeting to order at 10:00 a.m.

George Kolb and Cody Smith, County Engineers were present reviewing the fund
exchange agreement which allows Deschutes County funds to be exchanged for projects
at 94 cents on the dollar.

Vouchers for Deschutes County, in the Amount of $1,179746.80

OTHER ITEMS:
• County Administrator Anderson presented for consideration a request for a letter of
support for House Bill 2027 in reference to a southern crossing over the Deschutes River
Bridge for access for recreational amenities allowing for safe passage. According to the
Bend Parks & Recreation District there is no specific location identified as of yet but the
letter would extend support of a bridge south of Bend. Commissioner Baney expressed
concern of eminent domain and the uncertainty of the logistics of this project.
Commissioner Baney noted her support of the concept but not if requiring acquiring
private property. Commissioner Henderson also expressed the need for further
information on the project before expressing support.
