DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
September 21, 1992; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on September 21,
1992. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel and other staff and
a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a letter of endorsement for establishing a veterans' outpatient
clinic. The letter would go to the legislature, in particular Bob Smith. Several
veterans spoke about the need for a clinic in this area, so veterans in central and
eastern Oregon can avoid the long trip to Portland. They feel with enough effort,
this would happen. (A long discussion ensued.) The Board was supportive.
Discussion of a public hearing regarding an Order vacating a portion of Camp Polk
Road.

Discussion of a public hearing on an Order vacating a portion of 11th Street in
Terrebonne.
Discussion of the acceptance of six deeds for property off Ward Road, to allow for
the right of way for road improvements.
Discussion of a cost-sharing arrangement between the Deschutes National Forest
and Community Corrections. This agreement will provide labor for various forest
projects. This helps to cover the work that needs to be done, for which the Forest
Service has lost funding. This allows for income to the County as well, so it is a
win-win situation.
Discussion of a public hearing on exclusive farm use zone amendments.
Discussion of special transportation fund contracts with Residential Assistance
Program, Central Oregon Council on Aging, the Community Foundation, and the
City of Bend. There are no new contracts this year; these are with the same
providers as last year.
Discussion of Resolutions to levy taxes and make appropriations. These are
amendments to what was approved in June.
Discussion of the cancelation of Givens unemployment contract. Mr. (sham said
the rate has dropped over the past few years, but payment was based on a
percentage of payroll. The County can do better by self -funding these claims in
an unemployment trust fund, and handling hearings and operations of these
claims in-house.
This could save the County around $35,000 a year, and all they would need is a
half-time secretarial position to handle the extra workload, at about $15,000 a
year. There was a long discussion on how County Counsel came up with the
savings number. He asked the Board to give this some thought, and that it would
be revisited on October 7.

Discussion of a final public hearing on the Althrup (?) and the Shultz annexations
into Rural Fire Protection District #2.
Discussion of a conservation easement for property along the Deschutes River off
South Century Drive.
Discussion of an Order changing the name of NE Cornelius Way to NE First Street.
Discussion of the assignment of the name Windsong Lane to an unnamed road.
Discussion of Order 92-106, assigning the name Garcia Road to an unnamed road.
Discussion of Resolution 92-072, changing the Solid Waste fee schedule. Larry
Rice explained that this clarifies some of the incentives and dis-incentives for
recycling material from new home construction. The Board established an
advisory committee that came up with recommendations. (A lengthy discussion
ensued.)
Discussion of a tax refund order, 92-105.
Discussion of an upcoming meeting with Public Works regarding Solid Waste
operations.
Discussion of a continued public hearing next Monday regarding the Adams
appeal.
Discussion of a public hearing on EFU zone amendments regarding Matthews.
Discussion of a notice of a payment to Sequoia for an out of state training
conference that Dave Petersen wants to attend, regarding data processing. The
total cost would be less than $900.
Discussion of a request for a refund from Frank Wells, regarding a land use
appeal.
Discussion of a request from a member of the program management team for the
Board to meet with them to discuss the possible future impacts of the Sheriff's
levy. They would like to get clarification on some rumors they have heard.

Discussion of approval of a personal services contract relating to the Eagle Crest
application, regarding the County having an independent hydrologist look at the
water impacts of the application. The County would select the contractor, but
Eagle Crest would be required to pay for the work. Eagle Crest has already had
one person do this analysis. This will go to the Hearings Officer as part of an
upcoming hearing. The cost would be about $600.
The Board voted yes unanimously on this request.
