DESCHUTES COUNTY BOARD OF COMMISSIONERS

October 5, 1992; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on October 5, 1992.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick lsham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a Resolution initiating the Deedon Road local improvement district.
There are a total of 20 lots and they received 12 petitions. It is located off of Day
Road. Fourteen lots are built upon.
Discussion of acceptance of a bargain and sale deed for right of way along Ward
Road.
Discussion of signature of warranty deeds for Ward Road, necessary for a
widening project.

Discussion of amendment #24 to the 1991-93 Mental Health intergovernmental
agreement with the State.
Discussion of a grant for two full-time positions for traffic safety personnel, for
enforcement of Highway 20, Highway 97, Century Drive, and some of the arterials
that feed into those roads.
Discussion of consideration of the renewal of a personal services agreement with
Skip Elshire (?) for polygraph services.
Discussion of property insurance agreement renewal with Chubb Insurance
Company for boiler coverage.
Discussion of a public hearing concerning the annexation of Plateau Estates
territory into Rural Fire Protection District #1.
Discussion of the Adams appeal in two days.
Discussion of acceptance of a conservation easement for a landscape
management permit along the Deschutes River.
Discussion of Order 92-113, a tax refund order.
Discussion of a request for the waiver of building permit fees for the Newtons.
The Newtons lost a home in the Sage Flat fire, and the County had indicated if the
insurance company involved would not pay the building permit fees, that the
County would waive those fees. (A long discussion ensued.)
It would cost about $900 for them to upgrade from a mobile home to a stick -built
home. The County waived what it would cost to put in another mobile home, but
the Newtons will be coming back in to try to convince the Board that the waiver
should be higher.

Discussion of upcoming meetings with the County Administrator, County Counsel,
Risk Management and the Clerk.
Discussion of a meeting with program managers this week.
