Audio Cassette Recording Titled: WORK SESSION
September 14, 1992; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on September 14,
1992. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of ordinances for licensing non -permitted commercial dog kennels.
This means four or more dogs kept in one location for purposes of boarding,
training, breeding or sale. At this point, they do not license kennels that board
cats. Mr. Maudlin wondered if this should include retail stores that sell dogs or
cats.
The County wants to include the word 'commercial' to get away from any land
use planning issues.

Commissioner Schlangen was the person who wanted it to go from five to four
animals. Mr. Throop would like this changed to just reflect dog kennels. Mr.
!sham indicated that is the intent.
Discussion of approval of the transfer of funds from Public Works to Community
Corrections to compensate for supervision of the recycling work team, either
adults or juveniles, at Knott Landfill, and to also provide labor for litter patrol and
beautification projects at the landfill.
Mr. Maudlin did not like giving this much help to the recycling team, but Mr.
Throop said it sounds like a great idea to give these individuals something
worthwhile to do, and to help out with various Solid Waste projects.
Dennis Maloney, Juvenile Director, said they can do a good job of keeping the site
looking good, especially with a school to be built across the road. All they need
now is someone to provide adequate supervision.
Discussion of a declaration of dedication of a portion of SW 18th Street, Bend.
Tom Blust of Public Works explained this is part of the Broken Top subdivision,
and a condition of approval of their land use application.
Discussion of signature of a contract for architectural review of the new jail
project. Mr. [sham provided an overview.
Discussion of the 1991-93 regional strategies memorandum of understanding,
regarding Oregon Innovation Center funding.
Discussion of the appointment of Dick Sprague to the Deschutes County Bicycle
Advisory Committee.
Discussion of approval of River View Vistas Estates Phase III subdivision plat for
Eagle Crest.

Discussion of approval of a liquor license application for Simply Sensational
Caterers in Redmond.
Discussion of MP -92-20, a minor partition dividing a forty acre parcel into two
twenty acre parcels in the EFU 20 zone, off Neff Road, for Hansen.
Discussion of an upcoming meeting on destination resorts.
Discussion of upcoming meetings with the County Treasurer and Administration,
Public Works, the Surveyor, the Assessor, and with Mental Health.
Discussion of an upcoming work session to review EFU zones.
Discussion of an upcoming executive session regarding litigation.
Mike Maier discussed a potential building in Redmond for the County. It is a
previous doctor's facility that has been vacant for about a year. There is a need
for space in Redmond for Community Corrections and possibly Health, and maybe
some kind of arrangement can be put together on a short-term basis. (A long
discussion ensued.) It would be right across the street from the proposed City
Hall.
Discussion regarding a recommendation to appoint a cooperative library planning
committee to deal with issues related to joint services and facilities, for the
County and college. They have been talking about this for months. (A lengthy
discussion then took place.)
Discussion about increasing certain fees even though the fee schedule has already
been adopted for the year. The Clerk would like to hire someone full-time
temporary to handle some of the filing workload on Fridays, when the County
offices are closed.
Discussion of how to obtain and use video poker and lottery funding from the
State. There appear to be guidelines for this but nothing seems to be firmed up at
this point.
Discussion of the Deputy District Attorneys have voted to form a union. They are
beginning the process. He thinks it will take years to get a contract drafted.

Also, the sergeants at the Sheriff's Office have indicated they want to be part of
the Sheriff's union. He thinks there is some kind of misunderstanding and that
the sergeants will change their minds.
Discussion of a substance abuse intervention program for the Sisters School District.
Discussion of 4th Amendment concerns regarding pre-employment testing
procedures. Random testing is not allowable at this point. There can be 'just
cause' testing if an event occurs. Private enterprise is able to do much more than
a governmental agency.
Regarding the County's public golf course, Mr. Maier said there is a meeting
coming up to make sure everything is in place. The Houston firm says the project
is feasible. It came out positive overall, including potential cash flow. An
environmental assessment of the land has been done, but acquisition wouldn't
occur until the project is finalized.
The BLM is very supportive, and most of the water used would be wastewater,
except for a small domestic well. The Board will need to appoint people to the
private nonprofit that follows. The company to do the construction is the same
one that is doing Broken Top. Groundbreaking could occur as early as in the
spring. However, there still is some opposition from the public that they will need
to address.
