October 7, 1991; 10:00-10:45 AM.
A meeting of the Board of County Commissioners was held on October 7, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a Resolution accepting a petition to vacate alleys in Laidlaw
(Tumalo), and an Order setting a public hearing. It appears these alleys have
apparently never been used, and are not needed for access to any lots or future
development. Most of them are already fenced off as part of the property
owners' yards. There are utilities located in the alleys, so the public utility
companies will retain easements for their use.

Discussion of consideration of a request for a land lease in the La Pine Industrial
Park, and signature of a conditional use application and site plan review for Pacific
Gas Transmission. This is for a short period of time during construction of the
new gas line.
They will use the land for storage of pipes and equipment. Mr. Maudlin asked
what would happen if someone wanted to buy the property between now and
September 1992, when the lease starts. Mr. (sham said most of that property will
not be sold because it has the landfill beneath it. It really is not suitable for an
ongoing use.
The company has other sites in the County and area that they are using for the
same purpose.
Discussion of Ordinance 91-021, to correct a mapping error in surface mining site
#316, and declaring an emergency. This is an 80 -acre site off Highway 20, west of
Black Butte Ranch. This is a housekeeping change.
Discussion of a minor partition creating two parcels off Highway 97 in La Pine,
where Alpine Foods has recently built. They consolidated some lots at one point,
but wish to separate off the old store location for financial purposes.
Discussion of signature of a plat creating three parcels in the EFU-20 zone: 75, 40
and 2 acres in size, for building a new Redmond Rural Fire Protection District
station.
Discussion of signature of an indemnity agreement for Sunnyside Sports' bicycle
race scheduled for October 13.
Discussion of Resolution No. 91-091, adopting a Fair Housing policy for Deschutes
County. This is a requirement for closing out the technical assistance grant for the
La Pine Sewer District. Also, information on where residents can obtain
assistance needs to be published in the newspaper. There have to been posters
and other literature made available. The Housing Authority can be referenced for
this.

Discussion of signature of the renewal of an OLCC license for Speedy Mart on
South Highway 97.
Discussion of upcoming meetings with the County Administrator and County
Counsel and the County Clerk.
Discussion of an upcoming decision on the Shield plan amendment and zone
change request.
Discussion of upcoming meetings with the Department Heads and elected
officials, at the Juvenile Justice Center.
Discussion of a Park and Recreation District request for posting an area as non -
shooting. Mr. Isham stated that they need to form a district like any other area
residents have to. The property is located near Buckingham School.
Discussion of prohibitions of backyard debris burning within the City limits of
Bend, and the UGB.
Discussion of a task force proposed by the Historical Landmarks Commission,
regarding buildings dislocated short-term due to the parkway. This group would
like one of the Commissioners to be involved, and Mr. Throop volunteered.
Discussion of consideration of acceptance of the Sunriver petitions for
incorporation. No dates have been set yet. It may be that the petitioners will
want to withdraw.
