A meeting of the Board of County Commissioners was held on October 8, 1990. Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion and update on Bend Silviculture Lab, by Joanna Lansford. This relates to federal funding for forestry research. (She went into great detail about what has been appropriated for Bend and what they expect next year, which is a big reduction.) The Board will draft a letter of support for the facility. Discussion of a COCAAN request for help finding a temporary or permanent site for a Bend branch facility. They are looking at a motel location but that can only be for a year. The Board committed to helping the group find, as much as possible, a suitable location. This would involve a financial commitment. Discussion of an award of contract for industrial mulch. Discussion of starting a program for animal incineration. Discussion of a program to recycle yard debris and wood waste. They would have to purchase a tub grinder to be able to do this, and other equipment for loading and hauling. There was a discussion regarding the expected life of the landfill. Staff indicated that the demo landfill would be 18 to 20 years, and 25 years for Knott. They can't do a lot of compaction at the demo landfill. A lot depends on whether they can take out a considerable amount of the mill waste and mix it into the ground cover. Ms. Prante feels that the $32,000 needed to buy the proper equipment is a good investment if it extends the life of the landfill for four or five years. Mr. Throop agreed that it would be good to be innovative. Mr. Maudlin doesn't want the County to be the first to try something like this. Discussion of an award of contract for a fence at the demo landfill. There were only two bids, and the lowest was Mike's. The other was incomplete. They don't need to put up the fence at Knott yet. The one at the demo site is important because it runs the entire length of the side at Simpson Avenue. It is all open, and there is about an 80 foot drop-off. Discussion of approval of out of state travel for Larry Clark to attend a road maintenance seminar. Transcription of Audio Recording of a Work Session, October 8, 1990 Page 2 of 5 Discussion of acceptance of a declaration of dedication for legalizing part of the road going into High Ridge Estates subdivision off Cline Falls Road. Discussion of approval of a conditional use permit for a burn site on County - owned land off Highway 20 east, about seven miles out. This is a place where tree stumps could be burnt. This would be the third burn site. It requires a conditional use permit from the County. It has to be at least three miles from the UGB, and notification of the neighbors is required. Discussion of a continued public hearing on the review of a manufactured housing ordinance. George Read explained that they should open the hearing, take testimony and leave it open for a while. The Urban Area Planning Commission has made a recommendation to the Board regarding mobile homes in the urban area, and that will come before the Board in about a month. The vote has been three to two, and it is controversial. They want to make the definition of manufactured and mobile homes the same, and Redmond is just starting its process. It is also important to see how this is affected by the new law that is effective on January 1. Discussion and review of the Parkway hearings. The City's hearing is on November 7. Discussion of a public hearing on Order 90-128, transferring BMX park property to the Bend Metro Park and Recreation District. This is adjacent to the demo landfill and will be part of the looped -in sports complex there. Discussion of the sale of lots in the La Pine Industrial Park to Tom Hicks of Northwest Pine Products. He already has a chipping operation there but needs to expand his operation. Discussion of a monthly contract voucher for reimbursement for Children's Trust Fund. Discussion of County policy regarding a mission statement and goals. Mr. Maudlin is concerned about how some of this is described. This will merit further conversation. Discussion of an employee bonus program. There were mixed opinions on this, and it will be a topic of discussion at a later date. Discussion of a public hearing on Order 90-114, a final order creating the Chaparral Water Control District. Discussion of an indemnity agreement for Pro Can -Am Racing, Inc. for an off-road race on October 13. Discussion of a personal services agreement with District 1 for speech therapy services. Discussion of Order 90-142, changing Columbine Road to Columbine Lane. Discussion of Order 90-143, changing Alder Drive to Porcupine Drive and Larkwood Drive. Discussion of a minor partition, MP -89-36, for Michael Tennant and Peter Taylor, and a development agreement for same. Request for a fee waiver for Rural Fire Protection District #1 building improvements. Discussion of a meeting with the school district regarding the parking lot used for the library. Discussion of requests from Park and Recreation for County -owned property. Mr. Maudlin said that the County always seems to just give land away, and maybe should start asking about trades instead. Ms. Prante said she would be available through December 31, which is her last day. The Board will designate her to be signer for documents that day.
