DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 7, 1990; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on May 7, 1990.
Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in
attendance were Rick Isham, County Counsel; County Administrator Mike Maier;
and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
A staff report by Larry Rice and Dave Hoernig on the realignment of the St. Clare
Road near Conestoga Hills Subdivision. Although the County does not maintain
this road, it is an old County road. There is a right-of-way. The least they should
do is turn it back into a County road. (A lengthy discussion took place regarding
where the road is connected and its condition.) The right-of-way needs to be
cleared, and the County would add about four inches of cinders on it.
This also would allow a second access point to Conestoga, especially in the event
of an emergency.

Update on a surface mining violation. It appears that the amount of material
claimed to have been removed actually hasn't been, since the site was examined
a year ago.
Discussion of the Juvenile Services program.
Discussion of a public hearing regarding Resolution 90-024, adopting and
continuing fees and charges for services.
Discussion of a public hearing for a text amendment of the County's zoning
ordinance, making dog kennels a conditional use in the EFU zone.
Discussion of Harper Bridge weight issues. This is not the main Harper Bridge
near Sunriver.
Discussion of Jordan Bridge being rated at three tons, or having it replaced. Staff
would like to see it replaced next year.
Discussion of a bargain and sale deed for an 80 -foot strip of land on the extension
of the future Empire Avenue, working towards Boyd Acres Road.
Discussion of providing liability insurance coverage for the Friends of the Library
Book Sale in Drake Park on July 3.
Discussion of a condominium plat for River Village Condominiums.
Update on transportation district formation.
Discussion of refund Order No. 90-167.
Consideration of signature of Resolution No. 90-034, appropriations.
Consideration of signature of budget and cash transfers, Order No. 90-068.
Discussion of an upcoming meeting with representatives of the Deschutes
National Forest.
Discussion of Budget Committee meetings.

Discussion of the under -the -floor inspection controversy that some builders do
not support, but plumbers and heating people do. The outcome was to ask all
builders to voluntarily comply with a set of guidelines.
Discussion of the 1990-91 County tax assessment taxation grants, which are less
than originally budgeted.
Discussion of septic issues in Oregon Water Wonderland. One person is trying to
sue the County because he feels he does not need to have a sand filter system
installed.
