A meeting of the Board of County Commissioners was held on May 14, 1990. Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of Order No. 90-036, vacating two thirty-foot easements near Coleman Road. There will be a formal hearing this week. Discussion of a public hearing on the Ordinance amendment for the river setback exception criteria. It has been difficult enforcing this from the Planning Commission level. Staff asked that the hearing be held but no decision made until further information is reviewed. Since the lots tend to be deep and not very wide, in some cases there won't be enough room to build a dwelling. Discussion of a continued public hearing on the Deschutes Country Store, with one issue remaining, which is signage. Discussion of a continued public hearing regarding adding dog kennels as a conditional use in all EFU zones. Statute changed so this needs to be adjusted accordingly. Discussion of a public hearing on Resolution 90-024, adopting and continuing fees and charges for County services. Discussion of Juvenile Referee funding. Ms. Prante explained the source of the funding, which has increased. Discussion of an earnest money offer to purchase a narrow strip of land, which was the R & R Beverage property. It is valued at $2,800. Discussion of a development agreement with the Les Schwab Tire Centers of Oregon. Discussion of a conservation easement for a setback exception for Leo R. Bill Family Trust. Discussion of reappointments to Deschutes River Recreation Homesites Unit #6 Vector Control Board of Directors. Discussion of refund Order No. 90-071. Discussion of Order No. 90-069, correcting an entry on tax refund Order No. 90- 058, in the amount of $6.23. Discussion of a liquor license application for the Famous Brooklyn Bar & Restaurant. Discussion of division reports from the Board liaison. Discussion of a refund having to do with a dog kennel requirement in the EFU zone. This was denied but now the law has changed. Update on the jail facility and staffing. They are short on clerks but are revamping staffing so it will cut down on expenses, especially overtime. Discussion of a development agreement for Kim Ward, south of Brosterhous Road. This would be for short-term RV housing. Discussion of an upcoming update on Clean Air Committee activities.
