DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
November 13, 1990; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on November 13,
1990. Commissioners present were Lois Prante, Tom Troop and Dick Maudlin.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; and other staff.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing on a review of the manufactured housing
ordinance. The group talked about the hearings process; a decision will be
delayed until mid-January.
Discussion of an upcoming evening public hearing on transportation issues with
the City of Bend and the Highway Division. (A lengthy discussion ensued about
various issues.)

Discussion of Order 90-159, ordering Twin Bridges Road to be surveyed by the
Public Works Department. The actually alignment is not where it was established,
so needs to be legalized per statute.
Discussion of Order 90-162, correcting the LID assessment to Cheyenne Road.
Discussion on whether the County should continue to process local improvement
districts, as several new ones are being considered. There was a lengthy
discussion on this issue, which has been considered before several times. Mr.
Isham stated that the bonding process may be changing under Measure 5.
It was pointed out that it is unfair if groups are already working on LID's, to all of a
sudden pull the rug out from underneath them. The Board asked for a list of all
the groups that have obtained information and may be working on the LID
process.
Discussion of Order No. 90-161, completing transfer of County roads to the City of
Bend. Some roads were not included on the list, so staff will come up with a list
and the City will be asked to add them to those that are being transferred.
Discussion of Resolution No. 90-102, amending the snow and ice plan.
Discussion of Local 701 drug and alcohol safety and procedures. This resulted
from the last union negotiations. The biggest issue is marijuana because it stays
in the system for so long.
Discussion of an intergovernmental agreement with the Oregon Traffic
Commission. This is the half FTE position to support the traffic team. There is
some concern about the continuation of funding.
Discussion of the PREP contract for Community Corrections.
Discussion of a road adjustment on Rickard Road.

Discussion of October reimbursements to CSD for the mental health therapist and
public health nurse.
Discussion of the teen parent program and alternative campus grant.
Discussion of amendment #19 to the Mental Health agreement with the State.
This will fill gaps in the Residential Assistance Program staffing.
Discussion of Ordinance No. 90-040, amending chapter 9.08 of Code to allow
groups of subdivisions to form a discharge of firearms district. These are two
basic amendments, allowing subdivisions to come together to get this
accomplished.
It also exempts public lands since the Department of Fish & Wildlife had a number
of concerns; also water courses are exempt. Some of the issues are controlled by
the State. Unfortunately, to file all the paperwork will cost the people in the
subdivisions up to $5,000.
Ms. Prante hopes that with some discussion between the State, citizens and the
County, they can come to some kind of compromise agreement. They do not
want to wait until there is an accident.
Discussion of revised mission and policy statement. Mr. Isham explained
clarifications made, and that they will expect goals and missions from the Board
after the Thanksgiving holiday.
Discussion of new Redmond Wood Products loan. Ms. Isham indicated that this
has been put off until later in the week, as he is still missing some of the
documentation.
Discussion of the Youth Commission's retreat in November.
Discussion of the trade agreement regarding White School in La Pine and two
parcels for the library parking lot.

Discussion of Order 90-152, changing the name of portions of Barr Road to Becker
Road.
Discussion of a conservation easement for a conditional use for a single family
dwelling in the flood plain zone.
Discussion of Amendment #1 to a contract with Public Financial Management,
Inc., transferring the paying agent.
Discussion of a request by Four Rivers Vector Control District to waive a building
permit fee. They have consolidated all three vector control districts as they had
been requested to do. They need to add storage and parking facilities for the
additional equipment.
Discussion of Order No. 90-160, tax refunds.
Discussion of an agreement for a landscape management plan with Raymond
Kulik.
Discussion of Order 90-163, transferring cash.
Discussion of Resolution 90-013, transferring appropriations in the current County
budget.
Discussion of Resolution 90-014, transferring appropriations in the Extension/4-H
Service District budget.
Discussion of a request for Board involvement with Deschutes River Recreation
Homesites property owners, to talk about all the issues of the past.
Discussion of a letter from someone who wants to do an around the world flight.
Discussion of an upcoming hearing at Sunriver regarding filing a partial replat, per
the party's attorney. This has to do with the Simpson timber house and the
required setbacks. (The Board went into a lengthy discussion about what is
required and what could be waived.)
